The United Nations Economic Commission for Latin America and the Caribbean (ECLAC) was established in 1948 to encourage economic cooperation among its member states. It is one of five regional commissions under the administrative direction of United Nations headquarters. ECLAC has 44 member States and eight non-independent territories in the Caribbean, and reports to the UN Economic and Social Council (ECOSOC). ECLAC maintains subregional offices in Mexico City and in Port-of-Spain, country offices in Buenos Aires, Brasilia, Montevideo and Bogotá, and a liaison office in Washington, D.C.
The Subregional Headquarters of ECLAC in Mexico was founded in 1951. It provides technical advice to governments of the countries of the subregion (Mexico, Cuba, Guatemala, Haiti, Honduras, El Salvador, Nicaragua, Dominican Republic, Haiti and Panama) in various socio-economic, technical and financial fields, as well as on development matters and integration issues. The subregional office in Mexico is comprised of five substantive units on Economic Development, Social Development, Agricultural Development, International Trade and Industry, and Energy and Natural Resources, in addition to the Office of the Director, the Administration Section, the Editorial, Documents and Conference Services Unit, and the Information Resource Centre and Publications Distribution Unit (Visit http://www.eclac.cl/mexico/).

Responsibilities
|
|
|
|
Under the direct supervision of the Director of the Subregional Office of ECLAC in Mexico City, the Senior Economic Affairs Officer/Research Coordinator is responsible for the following duties:
• Provide substantive guidance, technical advice and mentoring to the Heads of Units regarding the contents and research methodologies of multi-disciplinary studies on social and economic development, and integration; • Provide major inputs and participate extensively in the identification of new or emerging multi-disciplinary issues on social and economic development, and integration of current and potential concern to Member States particularly those of regional, sub-regional and/or national nature and in the design, elaboration, monitoring and evaluation of strategies, policies, programmes and/or actions to address them; • Ensure effective information exchange and knowledge-sharing between Units, and with other ECLAC and UN system offices and organizations, so as to strengthen ECLAC-Mexico’s research content and quality; • Conduct critical reviews of research proposals in terms of contents and methodologies and of draft research documents in close co-operation with Heads of Units, with the aim to ensure high quality products and their relevance to member countries, as well as their timely completion; • Assist the Director in designing, coordinating and supervising technical assistance missions provided to member countries and to sub-regional organizations in regard to socio-economic development and integration; • Supervise and coordinate ECLAC Mexico Publications Programme and the work of the Editorial, Documents and Conference Services Unit, and the Information Resource Centre and Publications Distribution Unit; • Conduct research and, if so instructed by the Director, play a key role in the coordination of selected technical cooperation projects; actively participate in conferences to present and/or lecture on ECLAC’s views on key issues of the region’s development; • Monitor the Work Program and perform other related duties as required by the Director, including hiring, reporting, and a variety of administrative tasks necessary for the final delivery of the work.

Education
|
|
|
|
Advanced university degree (Masters or equivalent) in economics, development economics or public policy is required. A Ph.D. in economics or development economics is desirable. A first-level university degree in economics in addition to two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
A minimum of ten years of progressively responsible experience in economic and social development research and practice, of which at least 5 years coordinating research and providing technical advice to the public sector, is required. Additionally, extensive on-the-job experience in policy analysis, evaluation and formulation on issues such as poverty, equality, economic growth, gender and cultural diversity, as evidenced by a record of publications is required. Working experience in the countries served by the Subregional Headquarters is required.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post fluency in oral and written Spanish and English is required. Working knowledge of French would be an asset.

Assessment
|
|
|
|
Evaluation of qualified candidates will include an assessment exercise (written) which will be followed by competency-based interview.
