|
In its Field Missions, the United Nations relies on commercial contractors to provide critical goods and services for mission support. These include complex high dollar value contracts for the provision of fuel and related services. The Fuel Operations Unit fulfils the role of initiation, implementation, overview, monitoring and corporate management of such contracts as well as technical training and support of its staff in support of the field missions.
In carrying out this role, the Supply Officer (Fuel Management) works closely with internal and external partners, and field missions to ensure establishment, implementation, and performance of fuel contract as part of a safe, secure and uninterrupted supply chain.
This position is located in the Fuel Operations Unit, Supply Section of the Strategic Support Service (SSS) within the Logistics Support Division (LSD) of the Department of Field Support (DFS) in New York. The incumbent performs as Fuel Management Officer under the direct supervision of the Chief, Fuel Operations Unit.

Responsibilities
|
|
|
|
Within delegated authority and under the supervision of the Chief, Fuel Operations Unit, the Supply Officer (Fuel Management) will be responsible for the following duties:
(1) Oversee petroleum, oils and lubricants (POL) delivery programs in assigned missions; plan, facilitate and monitor fuel supply operations in the field; (2) Review, modify, monitor and implement internal management and control systems for fuel; (3) Assist and facilitate the support activities for the management of fuel supply to the field missions including the administration of outsourced contracts for POL and related services; (4) Implement and monitor a comprehensive fuel quality assurance programs; (5) Advise on technical and safety issues related to the handling of fuel and petroleum products, equipment as well as other co-ordination and administrative duties; (6) Establish, monitor and manage fuel supply and related services contracts; (7) Assist in developing, updating and reviewing statement of requirements and technical criteria as well as participate in technical evaluations for the selection of fuel vendors in UN fuel procurement processes; (8) Provide technical support to Procurement Division (PD) and Headquarters Committee on Contracts (HCC) and represent Logistics Support Division (LSD) and field missions on fuel related activities; (9) Monitor and analyze quarterly and other relevant fuel and contractual data for assigned locations; (10) Contribute to the development and implementation of electronic fuel management systems; (11) Contribute, monitor and review training programs and activities related to fuel management; (12) Ensure that internal control systems are functioning to the highest standard including accurate and complete accounting, reporting and maintaining all electronic/hardcopy records to ensure proper audit trail; (13) Assist with providing Fuel Operations Unit inputs on review of field missions’ budget and acquisition planning; (14) Assess and review individual field mission audit reports and synthesize fuel related issues for responses and follow up on implementation of audit recommendations; (15) Identify global common trends or issues to address with regard to fuel management policy; (16) Liaise with Contract Management, PD and other stakeholders in the resolution of contractual disputes in the course of a contract’s life cycle; (17) Implement the Unit’s work program; (18) Perform other duties as required, including providing generic assistance to other Supply Section’s Units' activities.

Education
|
|
|
|
Advanced University degree (Masters or equivalent), in business administration, public administration, economics, engineering (chemical, petrochemical, mechanical engineering), or other relevant fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in supply services, administration, logistics, project management or related area. Five years of experience in petroleum, oils and lubricants operations and experience in the procurement, administration or management of large scale goods or services contracts is required. Experience in managing support services of international peacekeeping or military logistics operations or multinational corporate experience is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language, preferably French, is desirable.
