|
This position is located in the Division of Administration, Registry, and performs significant support to the Mechanism for International Criminal Tribunals (MICT) under a double-hatting arrangement. The incumbent will provide overall HR assistance to the Chief, Human Resources Section, with specific responsibility for recruitment and placement, career transition, and staff development and training.

Responsibilities
|
|
|
|
Recruitment and Placement: identifies upcoming vacancies; ensures that jobs requested for recruitment meet budget and classification requirements; supervises preparation of vacancy announcements; ensures initial screening and pre-selection, liaising with substantive offices on the evaluation of qualifications. For language related posts: coordinates or conducts internal and external examinations, including Language Proficiency and competitive examinations; for General Service posts, implements a series of test programmes to determine suitability or appropriate level/expertise; arranges and represents Human Resources Section in interviews to identify the most suitable candidates for selection/rostering; prepares recommendations for the selection of rostered candidates against existing vacancies; serves as ex-officio member of Central Review Bodies and prepares and presents cases to the Board, drafts recommendations to the Registrar and advises offices and staff concerned; makes recommendations on salary level to be offered to selected candidates; maintains the recruitment and staffing databases, and prepares reports as required (gender and geography); provides advice on interpretation and application of policies, regulations and rules; provides advice on contract and entitlement related benefits and travel; appointment and administration of short term interpreters and translators, as well as other short term or contractual/consultant personnel.
Career Transition, Staff Development and Training: In consultation with the Chief of Human Resources, develops a career transition capacity at ICTY as the Tribunal moves towards its completion strategy. Analyzes both internal and external modes of providing such resources and determines the most effective means to assist staff as the Tribunal nears closure. Develops, conducts and evaluates training and development courses/workshops, materials and activities, which include technical and substantive training, leadership and management, language, communications skills, staff development and performance training. Coordinates with senior staff to ensure that training and development programmes meet requirements. Identifies and analyses staff development and career support requirements and designs programmes to support such needs. Provides guidance and counseling on career transition, mobility and staff development. Designs, plans, monitors and provides induction programmes. Proven experience in conducting training and workshops. Excellent communication, presentation and drafting skills.
Reviews HR policies/procedures and recommends changes as required; advises on interpretation of Staff Rules and Regulations; prepares or assists in developing policy and position papers, including those relating to the Tribunal’s completion strategy; advises on interpretation of Staff Rules and Regulations; provides advice related to performance and other HR matters to staff and management; as part of a team undertakes the classification of the Tribunal’s posts. Deputizes for the Chief during her absence.

Education
|
|
|
|
Advanced university degree in Human Resources Management, Public or Business Administration, or related field, or a relevant combination of academic qualification and experience in human resources management or related area. A first level University degree in combination with qualifying experience may be accepted in lieu of advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of 7 years of progressively responsible experience in human resources management or related areas at the international level, preferably in a UN environment and with supervisory responsibilities.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the Tribunal. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language is an advantage.
|
|
|
|
Assessment
|
|
|
|
There may be an assessment test and competency-based interview.
|

Special Notice

|
The appointment is limited to ICTY. Extension of the appointment is subject to the extension of the mandate and/or the availability of funds. As the international tribunals are not integrated in the Secretariat, UN Staff Members serve on assignment or secondment from their parent department/office if selected. Appointments of staff members in the United Nations are subject to the authority of the Secretary-General. Staff Members are expected to move periodically to new functions in accordance with established rules and procedures, and may in this context be reassigned by the Secretary-General throughout the Organization based on the changing needs and mandates.
