The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of international community, governments, major groups and stakeholders for action. These positions fall under the UNEP thematic area entitled “Environmental Governance”, which is critical at the national, regional and global levels for the achievement of environmental sustainability. These four posts are located at the Nairobi, Panama City, Bangkok and Geneva duty stations.

Responsibilities
|
|
|
|
Under the direct supervision of the Regional Director for the respective UNEP Regional Office for Africa (ROA), Asia and the Pacific (ROAP), Europe (ROE) and Latin America and the Caribbean (ROLAC) the incumbent will carry out the following duties:
POLICY
• Advises UNEP on integrating an environmental sustainability component into UN system-wide development activities and country needs in the region.
• Serves as the primary UNEP focal point in the region on UN system-wide development work; keeps abreast of, analyses and reports on the latest developments in the region and countries related to UN system-wide development work, identifying where an environmental dimension is most warranted; liaises with other relevant organizations, donors, etc.
• Organizes and prepares strategies on environmental aspects of UN’s sustainable development work in the region; organizes follow-up work in the region, including interagency technical review meetings to support policy development work, capacity building and decision-making on important issues; ensures the implementation of recommendations emanating from relevant reports.
COORDINATION
• Coordinates regional input into UNEP’s programming related to the environmental dimension of country development strategies.
• For the region, assist for effective UNEP’s engagement with the UN system and national governments on the development and implementation of national and regional development strategies; advises on the proper use and spending of related donor contributions, channeled through UN system-wide efforts. Represents UNEP in discussions on UN Development Assistance Frameworks and country development plans and strategies, in consultation with Subprogramme Coordinators, other UNEP Regional Coordinators and Regional Support Office, to mainstream the environmental dimension into development frameworks.
• Facilitates a coordinated approach in the region for development work; ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.).
• Ensures appropriate monitoring of and reporting on UNEP’s contribution to the UN development work in the region.
• Encourages the active participation and engagement of UN major groups and stakeholders in the region in the UN and UNEP’s sustainable development work.
PARTNERSHIPS
• Establishes and maintains contacts with government officials, other UN agencies, particularly the Resident Coordinators of the region, UNDG regional teams, other intergovernmental international organizations involved in developmental work in the region, major groups and stakeholders ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside of UN system, related to the nexus between environmental and development policy.
• Organizes and participates in relevant work groups, meetings, conferences, consultations with other agencies and partners on development related matters; translates opportunities into concrete partnership activities, outputs and goals at project and thematic levels.
• Establishes strong partnerships with UN sister agencies and MEAs secretariat focal points in region to increase coherence across UN operations in relation to environmental component of development.
• Supports fund raising efforts to ensure implementation of UNEP’s Development Work in the Region.
• Performs other duties as required.

• Professionalism: Experience and expert knowledge of environmental and sustainable development issues; In particular mainstreaming of environmental sustainability in country analysis and development assistance frameworks. Experience in country level formulation and implementation of projects and programmes. Proven experience in UN common country programming processes and UN country programming principles. Ability to anticipate and resolve conflicts by pursuing mutually agreeable solutions; Ability to identify important and emerging issues on the political agendas; Demonstrated proactive skills in developing strategies to achieve planned objectives. Ability to operate effectively across organizational and country boundaries. Strong research and analytical skills, and ability to rapidly analyze and integrate diverse information from varied sources.
• Communication: Highly developed communication skills (spoken, written, public speaking and presentational), including the ability to present sensitive issues/positions and prepare reports on short notice. Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in environment, development or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
At least seven (7) years of progressively responsible work in the field of environmental governance, developmental work and capacity building including at least three (3) years at the international level. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage. For the Panama City post, fluency in oral and written Spanish is required. For the Nairobi based post, fluency in oral and written French is required.

Assessment
|

|
|
Evaluation of qualified candidates for this position will include a substantive assessment which will be followed by a competency-based interview.
