This position is located in the United Nations Language and Communications Programme (LCP), Learning, Leadership & Organizational Development Section (LLODS) of the Learning Development and HR Services Division (LDSD) in the Office of Human Resources Management (OHRM). The Arabic Language Coordinator reports to the Head of LCP.

Responsibilities
|
|
|
|
The Arabic Language Coordinator is responsible for the following duties:
- organize and administer Arabic language and communications courses as part of the LCP, and counsel learners;
- set programme objectives in line with the objectives of the LCP, and prepare charts, statistics and reports on the evolution of the programmes and learners’ test results;
- prepare course schedules; prepare and supervise the construction and the marking process of language examinations and tests; including the United Nations Arabic Language Proficiency Examination;
- participate actively in the organization of competitive examinations for full-time language teachers, recruit part-time language teachers as needed, and set-up teachers’ evaluation measures, processes and tools;
- oversee the creation and the use of language learning material, develop the Arabic language curriculum to target the needs of UN Staff, supervise the design of courses and workshops (including tailor-made courses) and ensure that appropriate methodologies are used.
- initiate, organize and supervise the work of teachers assigned to special pedagogical projects, and suggest training for teachers.
- work closely with the other language coordinators on joint projects for development of the LCP, communicate with those responsible for Arabic language courses and teachers at offices away from Headquarters, provide guidance and assistance as needed.
- carry out other staff development activities when requested.

Education
|
|
|
|
(a) Hold an advanced university degree (Master’s degree or equivalent) in language area studies, language teaching, applied linguistics, communication or education/ pedagogy. Degrees should come from a university or equivalent institution at which Arabic is the language of instruction. Degrees with special emphasis on the theory and practice of teaching Arabic as a second or foreign language to adult learners are desirable.
(b) Must have a minimum of 500 training contract hours (specific training courses, postgraduate courses, etc), in addition to the hours accumulated to obtain the university degree, in the areas of teaching Arabic as a second or foreign language, curriculum development for adults, language examination design, administrative course management and teachers’ support and training.
(c) Possess a good knowledge of current word-processing, database applications and experience in using the information and communication technologies to teach Arabic as a foreign language.

Work Experience
|
|
|
|
(a) Have at least three years of recent experience in language programme administrative management, curriculum development, language examination design, and teacher training and supervision in Arabic language programme;
(b) Have at least two years of recent experience teaching Arabic as a foreign language to adults, which may come from a variety of corporate, academic and other professional settings.
(c) Working experience at an international level in a multicultural environment is desirable.

Languages
|
|
|
|
Have Arabic as their main language; Main language is to be understood as the language in which the candidate applicant is best able to work. Working knowledge of English or French is required. Knowledge of other official languages of the United Nations (Spanish, Chinese, or Russian) is desirable.

Assessment
|
|
|
|
Applications will be screened on the basis of the eligibility criteria. Only the most qualified will be convoked for the written examination. Only examinees who are successful in the written examination will be invited to the oral examination.
The written examination, which is approximately four hours and thirty minutes in duration, will consist of essay questions in one or more of the following areas:
(a) Knowledge of the Arabic language;
(b) Arabic as a foreign language teaching methodology
(c) Needs analysis and curriculum design
(d) Language examination design
(e) Student counseling
(f) Teacher supervision and training
(g) Technology-based language teaching
(h) Administrative language programme management
The use of a dictionary or any other reference material will not be permitted during the examination.

Special Notice
|
|
|
|
• The purpose of the present Job opening is to invite applications from external candidates who wish to take the competitive examination for Arabic language Coordinator in 2014.
• The competitive examination is to establish a roster from which present and future vacancies for Arabic language Coordinator will be filled. When vacancies occur in the Language and Communications Programme of the United Nations Secretariat, successful candidates will be recruited from the roster, subject to the requirements of the service. Vacancies are normally be located in New York. However, candidates may be considered for similar positions in locations outside New York.
• The competitive examination for the recruitment of Arabic language Coordinator will be held on 15 January 2014 in New York and other locations according to the number and locations of qualified applicants invited to take the examination.
• All applicants must submit with their applications a one-page essay in English or Arabic (maximum of 500 words ) in lieu of a cover note:
- explaining why they wish to work as a Arabic Coordinator at the United Nations.
- highlighting main diplomas, specific training and certifications (only relevant ones here, not all) as well as number of years of experience as a language teacher to adults and in language programme and teachers’ management.
- listing their experience in teaching Arabic language to adults, in designing language teaching material, in programme management, curriculum development, language examination design and teacher training and supervision.
• All applications will be reviewed by the Board of Examiners. In instances where a large number of applications are received, the Board of Examiners reserves the right to admit to the examination only the most qualified applicants based on a review of qualifications over and above the minimum criteria. All applicants will be notified in writing for the Board’s decision in respect of their application. The Board’s decisions are final.
• On the basis of the results of the written examination, the Board of Examiners will invite selected examinees to a competency-based interview taken in either English of French. The Board will interview each examinee who may also be subject to other forms of evaluation before or after the time of the interview to assess whether she or he possesses the competencies required for the position. The interview is an integral part of the examination. Therefore, examinees who are invited for an interview should not assume that they will be automatically placed on a roster or offered an assignment.
• Successful examinees who receive an offer of appointment are strongly encouraged to accept it, as declining may affect their prospects of receiving a subsequent offer. A successful candidate who declines two offers will be removed from the roster.
• Successful examinees selected from the roster to fill vacancies are normally offered an initial two-year fixed-term appointment at the P-2 level. This level comprises 12 steps, each corresponding to an annual increment awarded if performance is satisfactory. After two years of satisfactory service on a fixed-term appointment, the candidate will be considered for a continuing appointment according to the staff rules in place.
• The Organization will reimburse the candidates’ travel expenses to and from the place of the second part (interview) of the examination. Travel and accommodation expenses related to the first (written) part of the examination will not be reimbursed.
• Incomplete application (including without the essay or evidence of language requirements) and applications that are received after the above deadline will not be considered. No extensions for submission will be given if applications cannot be sent by the deadline set in Inspira. (New York local time)
