|
The United Nations Human Settlements Programme, UN-HABITAT, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Division of Regional Office for the Arab States (ROAS) at the Cairo duty station.

Responsibilities
|
|
|
|
Under the general supervision of the Deputy Executive Director and direct supervision of the Director, ROAS, the incumbent will perform the following functions: 1. Project Development, Implementation and Management: Contribute to the implementation of the Organization's vision, work programme and advocacy role; Provide input to the development, launching and operation of global campaign on sustainable urbanization; Identify priority interventions in human settlements; Provide input to human settlements analyses and needs assessment and other activities aimed at housing and urban development policy, strategy and programmes development; Participate in the appraisal, revision and approval of project/programme design; Negotiate with donors for resource mobilization and promote, coordinate joint activities of strategic importance; Provide support to ongoing projects, ensure efficient and effective management of project resources; Participate in project evaluation. 2. Technical Assistance, Advisory Services and Outreach: Promotion of policy dialogues with national constituencies and development partners; Review and analyze issues and trends, preparation of evaluations or other research activities and studies; Provide technical assistance and implementation support to relevant parties; Build regional capacity for improved management; Conduct training workshops, seminars; Provide quality technical input and management advise into project activities in line with Medium Term Strategic and Institutional Plan (MTSIP) and the relevant thematic area; Assist local institutions and government with developing relevant policies, organizing and participating in meetings. 3. Representation and Liaising with key stakeholders: Represent UN-HABITAT vis-à-vis project partners, local and national government; Manage, develop and maintain close working relationships with relevant stakeholders; Ensure proper knowledge management. 4. Technical and Managerial Support: Provide technical support to the development of the division and take the lead in project development; Provide input to ROAS communication strategy and development of web-based information exchange; Participate in regional events, meetings, conferences, including preparation of communication material and presentation; Act as focal point to the Headquarter; Ensure implementation of UN-HABITAT Resource Mobilization Strategy in the region; Coordinate/facilitate Programme Advisory Group; Extend technical support in content management for country and sub-regional offices in relation to Project Accrual and Accounting System; Prepare inputs including policy recommendations on the Regional Office; Establish ROAS evaluation and monitoring mechanism; Prepare the project and programme portfolio; Contribute to recruitment activities and supervising national staff and international experts and consultants; Act as a focal point for respective countries in the region in the preparation of World Urban Forum 7 and UN-HABITAT III conference. 5. Perform other related duties as may be assigned.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in urban planning, architecture, engineering or a related field (geography, anthropology, environmental management, political science, land administration, basic urban services or relevant social science discipline)
|
|
|
|
Work Experience
|
|
|
|
A minimum of Seven years working experience in areas related to human settlements, project or programme management and/or development, including at least three (3) years of experience at the international level is required. Experience in the Arab States Region is an added advantage.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position fluency in oral and written English is required. Working knowledge of another UN language is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
|

This position is funded for an initial period of one year and may be subject to extension. Appointment against this post is on a local basis. External candidates will be considered only when no suitable internal candidate from the duty station is identified.
