These positions of Humanitarian Affairs Officer P4 are located within the Partnership Coordination Section (PCS), Partnerships and Resource Mobilisation Branch (PRMB) in OCHA Geneva.
|
|
|
|
Responsibilities
|
|
|
|
Under the direct supervision of the Chief of Section and overall guidance of the Chief of Branch, the HAO’s responsibilities include:
1. Serve as the focal point for a portfolio of partners including of non-governmental and community-based organisations, charities, and foundations in order to generate and encourage the highest levels of engagement and support for multilateral humanitarian action by:
• Maintaining frequent and extensive contacts with Permanent Missions and capitals, as appropriate.
• In order to serve partners' information needs on all aspects of OCHA’s work, maintain knowledge of the main operational, strategic, and policy developments affecting humanitarian action .
• Engaging assigned partners through regular information exchange on OCHA’s activities demonstrating OCHA's added value.
• Advise on priority setting, key asks, short and medium term objective setting.
2. Develop and maintain key strategic partnerships with partners in order to achieve broader support for humanitarian action by:
• Monitoring partnerships and partnership commitments OCHA-wide, ensuring prioritization and follow-up, and developing a central database of partnerships knowledge
• Developing an in-depth understanding of partners’ humanitarian and development policies and analyse opportunities for enhanced cooperation with OCHA
• Developing, in cooperation with OCHA Branches, Regional and Liaison Offices, action plans and corporate engagement strategies with priority partners as well as for thematic issues.
• Build understanding and support for overcoming systemic challenges in the field of humanitarian information management, policy development, advocacy, and humanitarian action.
• Arranging meetings and preparing briefs for partner missions, as well as accompanying visiting delegations during field missions as required.
3. Provide advice to Regional and Liaison Offices, as well as SMT and other OCHA Managers, in the Field and Headquarters on partnership issues by:
• Drafting policy papers on partnerships and support mobilization as appropriate.
• Advising SMT on the implementation of partner engagement strategies and required follow-up, including travel and participation at events.
• Providing technical support to Programme Managers, in particular Regional and Liaison offices, in partnership building
• Facilitating the Office's inputs for and follow-up on major partner consultations/annual meetings with key partners.

PROFESSIONALISM: Good knowledge of the UN system, institutional mandates, as well as humanitarian and partner structures. Solid understanding of humanitarian and/or development issues and of OCHA's mandate. Comprehensive knowledge in external relations, resource mobilization and partnerships for UN or non-UN programmes. Good working knowledge of and exposure to humanitarian principles and practices both at headquarters and in the field. Demonstrated ability to work under pressure and as a team member. Demonstrated ability to analyse problems and present arguments in a clear and tactful manner.

Education
|
|
|
|
An advanced University degree (Masters Degree or equivalent) in business administration, management, economics, international relations or a related field. A first-level university degree in combination with two moreyears of relevant experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven (7) years of progressively responsible professional experience, of which at least 5 years within the field of humanitarian and/or development affairs. Working experience in humanitarian and/or UN field operations is required. Experience working in external relations and partnerships for UN or non-UN programmes is an advantage.
|
|
|
|
Languages
|
|
|
|
English is the working language of the United Nations Secretariat. For this post, fluency in
English, both oral and written is a requirement. Knowledge of another official UN language is an advantage (Arabic, Chinese, French, Spanish, Russian).
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
|
|

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
