This position is located in the Sub-regional Office for Southern Africa (SRO-SA) of the United Nations Economic Commission for Africa (UNECA) in Lusaka, Zambia. The incumbent reports to the Chief, Sub-Regional Data Center (P5).
|
|
|
|
Responsibilities
|
|
|
|
Within delegated authority, the incumbent will be responsible for the following duties:
• Monitor economic development in the sub-region. Collect, compile and analyse quality, comparable and harmonized statistics on the southern African countries, prepare country and sub-regional profiles and carry out policy and risk analysis with the aim of developing evidence-based policy advice.
• Provide data, institutional and policy information, as well as forecasts, along with policy and risk analysis and recommendations on southern Africa`s countries to serve a number of clients, ranging from member States to domestic and international actors and maintain an up-to-date sub-regional database;
• Foster collaboration and partnerships within ECA and with other various stakeholders at national, sub-regional and regional levels in data collection and harmonization, policy analysis, external review of the country profiles and risk assessments.
• Contribute to capacity building to produce and use quality statistical information and support the establishment or the strengthening of a national coordinating body for statistics and information resources at the country level to promote efficiency and effectiveness in data collection and analysis.
• Identify main factors of vulnerability of member States in order to formulate a generic framework for risk analysis and country profiles and undertake mapping of member States’ data systems and their interactions with “International data systems”;
• Disseminate the country profiles through different channels and document the feedback to monitor and assess the quality;
• Contribute to the design, drafting, validation and dissemination of various ECA’s products and publications at sub-regional level and participate in the ECA policy-oriented research on issues of interest to the sub-region;
• Perform other duties including administrative, professional and ad-hoc tasks, draft speeches and other inputs for presentation by senior staff and undertake on-the-job and other training activities, both internally and externally,
• Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities.
• Supports junior staff, reviewing their work and providing feedback.
• Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
Work implies frequent interaction with the following:
Staff within SRO-SA and UNECA; counterparts in other UN, regional and global development organizations senior officials in governments, academia and research institutions.
Results Expected:
Prepares in-depth qualitative and quantitative analyses of diverse aspects of the development challenges faced by southern African countries and collect and manage data for policy analysis and prepare country and sub-regional profiles with risk assessment, formulates sound policy proposals; recommends project activities; develops well-designed programmes of capacity building in data production, management and analysis for evidence-based policy development., ; provides guidance and leadership to less senior staff.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in economics or related field. A
first-level university degree in combination with additional two years of qualifying experience
may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in economic research and analysis, data management for policy formulation, application of economic principles in development programmes or related area.
|
|
|
|
Languages
|
|
|
|
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
|
|
