|
This position is located in the Office of the Chief Information Technology Officer (CITO). The incumbent will report to the CITO.
|
|
|
|
Responsibilities
|
|
|
|
Under the overall guidance of the CITO and within delegated authority, the incumbent will be responsible for the following duties:
1. Establish an Enterprise Project Management Office (EPMO) to align technology with the business needs of the Secretariat and to improve the success of projects and to support the project management community within the Secretariat by providing training, mentoring, and other services for project managers in the Office; Supervise a team of Project Officers in developing, implementing and evaluating assigned projects; Provide support and guidance to the team, manage job performance, and provide coaching to improve the skills of the team.
2. Work closely with the Portfolio Management team in the Strategic Management Service to make sure projects that have the highest return on investment for the Organization are selected to help the Office to meet its strategic goals.
3. Develop, implement and evaluate assigned programmes/projects, etc.; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiates corrective actions; liaise with relevant parties; ensure follow-up actions.
4. Provide the following Project Management Services during a) Project Start-Up – Assign temporary project managers during project initiation when internal project managers are unavailable; b) Provide project management services to projects that are near deadline and need assistance to meet that deadline; c) Review a project or program (and the program’s projects) by interviewing key project staff and gathering and analyzing information about the project. The information gathered is used to determine the project’s status, including whether the project is meeting its objectives, whether the project is on schedule, and whether the project is over budget. Information gathered is used to determine what corrective actions should be taken, if any; and d) Assign project managers, program managers, and assistant project managers to projects when internal project management expertise is lacking;
5. Organize events that will allow project managers from different Services and Secretariat ICT units to meet and network, such as periodic project manager symposiums.
6. Coordinate policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
7. Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.).
8. Perform other duties as required.

Education
|
|
|
|
Advanced University Degree (Master’s or equivalent) preferably in public/business administration, information technology or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years progressively responsible experience in information technology and Project or Programme Management is required. Experience in managing an Enterprise Project Management Office (EPMO) and establishing or enforcing Project Management standards, policies and best practices is required. Experience in managing all phases of the project life cycle producing documentation such as business case, charter, project schedule, risks and communications plan is required. Experience in overseeing and implementing large IT projects is required. Experience in setting up and leading Project Management Office (PMO) is required. Prince 2 or PMI certification is desirable. Experience within the UN system or a comparable international organization is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post,fluency in English (both oral and written) is required. Knowledge of French is desirable. Knowledge of another official UN language is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
