|
The post is located in the United Nations Postal Administration (UNPA) at the Commercial Activities Service of the Facilities and Comercial Services Division in the Office of Central Support Services. The incumbent will report directly to the Chief of the Commercial Activities Service under the overall supervision of the Director of the Facilities and Commercial Services Division.

Responsibilities
|
|
|
|
Within delegated authority, the Chief of Section, UNPA will have the following responsibilities:
A. Managerial Responsibilities:
1. Provide policy guidance to the Chief of the Commercial Activities Service, on the conceptual strategy development and management of medium and long term strategies, policies and procedures related to the UNPA;
2. Plan, organize, co-ordinate and manage the activities of UNPA's New York and European offices;
3. Ensure that substantive work programmes are carried out in a timely manner,
4. Co-ordinate diverse projects and activities in UNPA and in liaison with other organizations of the United Nations System and agencies;
5. Provide substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, the General Assembly and other policy-making organs, as appropriate;
6. Contribute to the reporting to intergovernmental bodies on budget/programme performance;
7. Prepare inputs for the work programme, determining priorities and allocated resources for the completion of outputs;
8. Ensure that the outputs produced by the UNPA maintain high-quality standards and in compliance with the relevant mandates;
9. Assign and manage performance parameters, evaluation of staff performance and vacancy announcement procedures;
10. Manage, guide, develop and train staff under his/her supervision.
B. Marketing and Sales Promotion:
11. Provide leadership in new product innovation to maintain market growth;
12. Provide philatelic marketing and business planning direction to ensure UNPA stamps and products generate strong sales revenue;
13. Provide direction in developing personalized stamps to increase growth in non traditional markets;
14. Propose and establish the yearly programme of issue which includes stamp themes and face value of philatelic products;
15. Represent UNPA at national and international philatelic shows and maintain working relationships with postal administrations worldwide.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in Business Administration or a related field. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of ten years of progressively responsible experience in management, programme planning and analyses, budgeting, marketing and finance or a related field. Experience in philatelic operations and national postal administration is highly desirable. Experience with e-commerce website technologies and philatelic bureau fulfillment logistics databases is desirable.

|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official UN language is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
