This position is located in the News Content Branch of the News and Media Division (NMD), United Nations Department of Public Information (DPI) and reports directly to the Director of NMD.
|
|
|
|
Responsibilities
|
|
|
|
The Chief of Service acts as Deputy Director and is responsible for the following duties:
• Assists the Director in preparing the work programme of the Division and in determining priorities in the areas of his/her responsibility. Formulates and implements the substantive work programme of the Branch under his/her supervision and makes assignment decisions to ensure the completion of programmed activities and outputs that are coordinated and accurate, and produced in a timely fashion.
• Provides strategic and editorial oversight, and ensures editorial coherence, for news coverage and content generating activities undertaken by the Branch, including the online news portal and radio and TV programming in different languages, and coordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate.
• He/she is responsible for leading and managing a large staff performing very diverse functions and for conceptualising and executing a programme of work which focuses on (a) effective news dissemination to key regional and national networks and (b) the production and co-production of documentary features, in the process establishing partnership with broadcasters in all regions and securing funding for these activities.
• Keeps abreast of programming developments and technological innovations in online news, new media and broadcast industries, including through, when possible, participation in national, regional, and international workshops, symposia and conferences with a view to integrating and enhancing the Division's operations in those areas.
• In close coordination with the Office of the Director and the Operations Branch, provides overall guidance for the coverage and production work programme of news and content generating areas of the Branch. Monitors programme implementation and makes the necessary adjustments to programme plans and content.
• Provides editorial guidance and oversees the production of media analysis products, including a weekly press review for the Secretary-General and senior UN officials, and regular assessment and recommendations on sensitive communications issues.
• Coordinates and oversees the preparation of reports on the work of the Branch and of the Division for presentation to intergovernmental bodies such as the Committee on Information, Special Political and Decolonization Committee and SG's reports.
• Coordinates and oversees budgetary and personnel matters of the Branch.
• Perform other related duties as requested by the Director, acts Officer-in-Charge of the Division as required.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of 15 years of progressively responsible experience in communications, journalism, public information or a related field is required. Relevant professional experience must include a minimum of five (5) years at the international level in a large multi-cultural institution, including considerable experience at a senior management level. Excellent writing and editing skills are required, experience in providing editorial and content guidance for news stories and information outputs in a politically sensitive environment required. Experience managing and overseeing a website environment, media (both traditional and new), and cutting edge technology for use in the field of public information are required. Managerial experience, including the management of human and financial resources, and budget and programme planning, is required. Extensive professional experience relating to public information in the United Nations system is highly desirable. Experience in a newsroom-like environment is desirable. Experience in dealing with and managing high-level contacts with government officials, senior UN officials, and international organizations is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
