|
This position is located in the Capacity Development Office (CDO) of the Department of Economic and Social Affairs. The incumbent reports to the Head of CDO. The CDO supports DESA’s substantive divisions in the implementation of the Department’s capacity development activities at a strategic level and provides budgetary and financial management support for all these activities. The CDO supports the Under-Secretary-General in his/her role of Programme Manager of the Development Account and provides human resources management functions related to the recruitment and administration of project personnel and the UN Junior Professional Officer Programme.

Responsibilities
|
|
|
|
Under the overall supervision of the Head of the Capacity Development Office (CDO), the Information Systems Officer will be responsible for the following duties:
• Manages/supports projects involving systems analysis, design, development and implementation of new, moderately complex systems, especially content/document management system for the Development Account and DESA’s capacity development projects;
• Provides specialized advice and support to users, analyzing users’ requirements and translating these into new applications including reporting functions in the context of the migration to a new ERP and communication platforms for sharing of information with staff in the DESA divisions;
• Develops operating and user manuals; trains CDO staff in maintaining and updating websites and intranets and current IT systems;
• Researches, analyzes and evaluates new technologies and makes recommendations for their deployment for intranet based guidance and project management systems;
• Updates CDO websites to be user-friendly, searchable, content driven and interlinked with UN sites;
• Conducts analysis of CDO’s business processes and information management requirements including database support, and makes recommendations to improve information management including on options for operating platforms and develop intranet sites;
• Liaises with relevant ICT units to keep CDO informed of the latest and UN system-wide developments on information management systems and relevance to CDO’s operations, and maintains communications with other information management networks and records and archives specialists;
• Undertakes trouble shooting and equipment maintenance and support when needed and optimizes the use of CDO's shared drive and equipment and develop user protocols.

Education
|

|
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
|

Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area. At least 3 years of experience in web maintenance, design and development, with proven experience in HTML, CSS, JavaScript and tools such as PHP, ASP.NET, VB.NET or MySQL is required. Practical experience with content and document management systems is desirable. Experience with database management and application development is desirable. Experience with developing interfaces for reporting from Enterprise Resource Planning systems such as SAP is desirable.

Languages
|
|
|
|
English and French are the working languages of the UN Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of other UN official language is an advantage.

Evaluation of qualified candidates may include a substantive assessment which may be followed by a competency-based interview.

Extension of the appointment is subject to the extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
