|
This position is located within the United Nations Assistance Mission in Afghanistan (UNAMA). The Human Rights Officer will be based in Bamyan and will support the work of human rights teams in provincial offices of UNAMA.
|

|
|
Responsibilities
|
|
|
|
Under the general supervision of the Chief of the Human Rights Unit and under the direct supervision of the Human Rights Team leader the incumbent will be responsible for providing substantive advice and support to the team by:
- Providing substantive guidance and operational monitoring support on issues related to protection of civilians, elimination of violence against women, monitoring places of detention/prohibition of torture and human rights aspects of peace and reconciliation/transitional justice; - Drafting of substantive analysis based on field research done by the team at the direction of the team leader or as per the direction of human rights thematic focal points in the Human Rights Unit HQ; - Support preparation of weekly and fortnightly submissions to the Human Rights Unit’s internal reports; - Providing substantive advice and organisational leadership under the supervision of the team leader to prepare consultations with local governmental officials, community leaders, civil society activists, communities affected by civilian casualty incidents; - Organizing visits to places of detention, including facilities run by the National Directorate of Security, Afghan National Police, Afghan National Border Police, juvenile rehabilitation centres, and provincial prisons; - Ensuring closer internal coordination between the human rights team, the Head of Office and other units of UNAMA through increased information sharing, and provide guidance and expert advice to relevant colleagues on the work of the human rights unit; - Representing the human rights unit, as appropriate, at specific official functions, meeting and thematic events related to the mandate, including protection of civilians, violence against women, detention-related issues and human rights aspects of peace processes with other UN agencies, civil society groups, humanitarian organizations, government officials, Afghan National Security Forces and the International Security Assistance Force (ISAF); - Performing such other duties as may be required.

PROFESSIONALISM: Good knowledge of international human rights law standards and international humanitarian law; knowledge of the human rights based approach to human rights field work and operational methods of work on civilian protection, working with women and child victims of human rights violations; child protection, and victims of torture; ability to relate complex human rights issues and perspectives, including gender perspectives, to political, social, economic and humanitarian programmes in conflict-affected areas. Good analytical and research skills, including ability to evaluate and integrate information from a variety of sources. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education
|
|
|
|
An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in human rights and relevant professional experience, particularly on issues of protection of civilians, violence against women, prohibition of torture and/or transitional justice and human rights monitoring is required. Previous experience in Afghanistan is preferred. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) or similar international organization or non-governmental organization in a conflict or post-conflict setting is desirable. Other desirable skills: Knowledge of the UNAMA Human Rights Mandate, its operational goals and working methodology will be considered an asset.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of Dari and Pashto would be an advantage.
|

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
