This position is located in the Bangkok office of the Compensation and Classification Section, Human Resources Policy Service, Office of Human Resources Management, Department of Management. The Human Resources Officer reports to the Chief of the Section.
|
|
|
|
Responsibilities
|
|
|
|
Within limits of delegated authority, and under the guidance of the Chief of Section, the Human Resources Officer will be responsible for the following duties:
COMPENSATION:
(1) Conducts and coordinates salary surveys assessing the labour market at headquarters and in the field duty stations and establish salaries and related allowances of locally-recruited staff;
(2) Keeps abreast of developments in compensation;
(3) Prepares reports and participates and/or leads special human resources projects on compensation;
(4) Develops, updates and maintains IT tools used to analyse salary data and the reports that are generated.
ADMINISTRATION OF ENTITLEMENTS:
(1) Advises the Chief of the Section on the development, modification and implementation of United Nations policies and practices on salaries;
(2) Provides advice on interpretation and application of policies, regulations and rules;
(3) Reviews and provides advice on exceptions to policies, regulations and rules;
(4) Represents the office in joint bodies and working groups relating to salaries;
(5) Determines and recommends benefits and entitlements for staff on the basis of contractual status.
CLASSIFICATION:
(1) Prepares classification analysis of jobs in Professional and higher categories and General Service and related categories.
(2) Provides guidance to programme managers on the application of the classification policies and procedures and by undertaking whole office review.
OTHER Duties:
(1) Assists in preparing technical reports, policy papers, position papers and briefings notes on compensation and classification matters.
(2) Supervises and monitors the work of the junior human resources officers and assistants in undertaking the full range of human resource management activities, especially in Compensation and Classification area.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in Management, Finance, Business Administration or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in human resources management, administration or related area, at least five of which should have been gained in an international organization is required. Experience in the development and administration of salary and compensation systems is highly desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations. For this position, fluency in English is required. Working knowledge of another UN official language (Spanish, Russian, French, Arabic or Chinese) is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
|
