This position is located in the Policy, Planning, Monitoring and Evaluation Service (PPMES), Executive Direction and Management Division of the Office of the High Commissioner for Human Rights (OHCHR) and the incumbent reports to the Chief of PPMES.
|

|
|
Responsibilities
|
|
|
|
Within the OHCHR Policy, Planning, Monitoring and Evaluation Service and under the supervision of the Chief of Service, the successful candidate will contribute to the preparation of OHCHR Management Plans (OMP), of OHCHR Annual Reports and of mid-term and final reviews; and contribute to the drafting of the monitoring component of the OMP, in cooperation with the implementing units, especially to ensure coherence with the Strategic Framework’s monitoring component.
The incumbent will monitor the office’s performance against the OMP and the Strategic Framework (elements funded from both regular budget and extra-budgetary resources) and advise senior managers on any significant divergence between implementation and plan; support the establishment of indicator’s baselines and end-lines to assess progress against OMP Expected Accomplishments; coordinate other units’ reporting on programme performance against their strategic plans, including the monitoring of outputs, indicators methodology, etc. and in coordination with the Planning Officer contribute to the drafting of Performance measurements.
S/he will be in charge of the OHCHR Performance Monitoring System (PMS) , responsible for conceptualizing, developing and maintaining its various modules in both the planning and monitoring areas; ensuring users’ support both in the field and headquarters, and trouble-shooting; and, facilitating and ensuring use of both the system and the information uploaded in the system, including for decision-making by Senior Management.
S/he will also contribute to results-based management (RBM) capacity-building by monitoring the implementation of the strategy and plans for the development of OHCHR’s capacity in RBM; supporting the implementation of the RBM capacity-building learning activities, including designing and conducting training sessions as necessary; and providing technical guidance and coaching to Headquarters Divisions and Field Offices on the development of their monitoring framework.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in political science, international relations, public administration, management or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
Over 7 years of progressive experience in programme planning and monitoring, and solving management issues in complex situations, of which at least five years in human rights, development or closely related areas. Experience at the international level and within the UN system. Qualifying years of experience are calculated following the receipt of the high school or secondary school diploma.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both written and oral) is required. French is an asset both written and oral. Knowledge of another UN official language is an advantage.
|
|
|
|

Evaluation of qualified candidates for this position may include a substantive assessment and
a competencey-based interview.
