The United Nations Human Settlements Programme is the agency for urban and human settlements development. It is mandated by the UN General Assembly to promote socially, economically and environmentally sustainable cities and other human settlements. The post is located in UN-Habitat New York Liaison Office.

Responsibilities
|
|
|
|
Under the overall supervision of the Director of the UN-Habitat New York Office, the incumbent will be responsible for the following functions: 1. Represent, as and when required, UN-Habitat and the Director of the Office and provide substantive support to the inter-governmental meetings held under the auspices of the United Nations in New York, such as the General Assembly and its Committees, the Committee for Programme and Coordination, the Advisory Committee on Administrative and Budgetary Questions, the Economic and Social Council and Functional Commissions. Collaborate with UN systems organizations on policy and programme coordination including policy coherence, institutional arrangements and programme implementation at the country level, through participation in inter-agency meetings, including meetings of coordination mechanisms on Humanitarian Affairs, such as the Executive Committee on Humanitarian Affairs (ECHA), the Inter-Agency Standing Committee (IASC), the Executive Committee on Peace and Security (ECPS) and the relevant the United Nations Development Group and its working groups, such the UNDG-ECHA Working Group on Transition, as well as liaising with the Office for the Coordination of Humanitarian Affairs (OCHA) and agencies in the humanitarian community based in New York. 2. Interact regularly with staff at UN-Habitat Headquarters on substantive matters such as the strategic framework and programme budget of UN-Habitat, provide policy advice and substantive inputs within area of competence, and prepare as required, in coordination with substantive UN-Habitat Headquarters' units, briefing materials, reports and issues papers. Monitor policy, operational and organizational developments and initiatives taking place at UN Headquarters and bring such developments to the attention of the Director, Ensure other substantive, administrative and logistic support to the work of UN-Habitat. 3. Develop and maintain close working relationships with United Nations Secretariat and other UN agencies, funds and programmes based in New York, with national delegations to the United Nations, with international and regional organizations based in New York, as well as with Habitat Agenda partners, including Non-Governmental Organizations(NGOs) on matters related to the work of the UN-Habitat. Represent UN-Habitat and the Director of the office in NGOs and Civil Society Organizations (CSO) fora. Identify and develop new opportunities and strategies for UN-Habitat’s outreach to and partnerships with the civil society and the international community in New York. 4. Contribute to the promotion of urban and sustainable human settlements development, and other relevant internationally agreed development goals, through the organization of special events, exhibits, briefings, panel discussions and the annual celebration of World Habitat Day and other relevant international days. Provide information and briefings as required on UN-Habitat normative and operational activities to Permanent Missions, the public, universities, media and research centers. 5. Assist in the preparatory processes and organization of major UN Conferences, such as Habitat III conference. 6. Assist the Director in the management of the human and financial resources; serve as Officer-In-Charge in his/her absence; and carry out administrative tasks necessary for the functioning of the Office. Perform other related duties as required.

Education
|
|
|
|
Advanced university degree in disciplines related to urban and human settlements development, including social sciences, management, business administration, economics, urban and regional development, international relations, or a first university degree with a relevant combination of professional and academic qualifications.
|
|
|
|
Work Experience
|
|
|
|
At least ten years of progressive professional experience in economic and social development relevant to urban and human settlements development. Exposure to, and demonstrated effectiveness in, diplomatic contacts and official representations; in-depth knowledge of the UN system, and its inter-governmental bodies in charge of economic and social development, including programming and planning, monitoring and programme performance assessment process.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official UN language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
