In 2009, the Security Council adopted resolution 1888 which calls upon the Secretary-General of the United Nations to take measures to identify and deploy rapidly a Team of Experts (TOE) to assist national authorities to strengthen the rule of law to fight immunity for sexual violence in armed conflict. The Team of Experts currently focuses its engagements in the Central African Republic (CAR), Colombia, Côte d'Ivoire, the Democratic Republic of Congo (DRC), the Republic of Guinea, South Sudan and Somalia.
Located in Criminal Law and Judicial Advisory Service (CLJAS) in New York, the Judicial Officer will serve as the DPKO member of the TOE. S/he will report to the Team Leader of the Team of Experts, who is part of the Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (SRSG-SVC), and to the Chief of CLJAS or her/his designate. The Judicial Officer will also work closely with staff and units working with the Office of the SRSG-SVC and UN Action Against Sexual Violence in Conflict.

Responsibilities
|
|
|
|
The Judicial Officer will report to the Team Leader of the Team of Experts, who is based in the Office of the SRSG-SVC, and to the Chief of CLJAS or her/his designate.
The Judicial Officer will support the Team of Experts in ensuring that the Team’s efforts complement and reinforce DPKO’s work in relation to sexual violence in conflict; and coordinate with relevant DPKO components and DPKO missions. More specifically, the Judicial Affairs Officer will:
• Assist in the development of a strategic work plan and procedures to guide the TOE’s work;
• Research, identify and prepare assessments, analytical briefs, options, and recommendations in consultation with United Nations entities and relevant non-UN entities on rule of law issues relating to sexual violence during and in the wake of armed conflict;
• Prepare draft Terms of Reference for the TOE for consultation with the governments concerned including draft work plans, programmes of meetings and operational requirements for use by the SRSG and United Nations partners in the countries concerned;
• Provide technical assistance to national legal and judicial actors, including investigators, prosecutors, judges, police, etc, in their efforts to address impunity for violence crimes;
• Deploy to countries in situation of conflict and post-conflict faced by challenges of sexual violence, on short notice for up to several months at a time;
• Assist in the recruitment and deployment of rostered experts of the TOE, as needed;
• Produce progress and end of mission reports for the TOE and develop a plan to ensure follow-up to findings and recommendations;
• Provide expert advice and briefing notes to the SRSG for sexual violence in conflict in relation to rule of law issues of concern to facilitate the implementation of her mandate, and provide briefings and updates to Member States, donors and civil society as necessary;
• Ensure that policies, strategies and recommendations developed by the TOE feeds into the overall work of DPKO;
• Raise awareness on the findings and recommendations of the TOE within and outside the United Nations, through briefings, press releases, speech-writing, engagement with the UN Action network, code cables, communities of practice, newsletters and other means;
• Assist in the mobilisation of financial and human resources for the TOE for the long term; and
• Perform other tasks as requested.

Competencies

Professionalism: Extensive knowledge of international humanitarian and human rights law, the Women, Peace and Security agenda of the UN Security Council, judicial and legal system issues, including knowledge of criminal law and relevant international human rights standards and their relationship and linkages to the broader developmental/post-conflict recovery framework and initiatives; knowledge of the institutions of the United Nations system and respective institutional mandates, knowledge of United Nations policies and guidelines related to rule of law assistance programmes, Women, Peace and Security, Protection of Civilians and conflict-related sexual violence; ability to stay calm in stressful situations; ability to provide technical assistance for strengthening legal and judicial systems on addressing impunity for sexual violence; ability to take responsibility for incorporating gender perspectives, experience in gender analysis and women's rights and ensuring the equal participation of women and men in all areas of work.

Education
|
|
|
|
Advanced university degree (master's degree or equivalent) in law. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of professional experience in rule of law, international humanitarian law, human/women's rights or conflict-related sexual violence as a war crime, crime against humanity or act of genocide is required. Experience working on criminal justice issues related to sexual violence in conflict/post-conflict situations is required. United Nations experience on Women, Peace and Security agenda, is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and French is required. Knowledge of another UN official language is an advantage.

Assessment
|

Evaluation of qualified applicants may include an assessment exercise which may be followed by a competency-based interview.

-This position is funded for a finite period of one year and may be subject to extension of the mandate and/or the availability of the funds.
