|
This position is located within the United Nations Assistance Mission for Iraq (UNAMI). The Senior Information Analyst (Chief, JAPU) will report to the Special Representative of the Secretary General for Iraq with a second reporting line to the Deputy Special Representative of the Secretary General for Iraq (for Humanitarian and Development issues), Baghdad.

Responsibilities
|
|
|
|
Within delegated authority and under the supervision of the Special Representative, the Senior Information Analyst will be responsible for the following duties:
1. Coordinate and supervise the activities of the Joint Information Analysis and Policy Unit (JAPU) which include the management (collection, coordination, analysis and dissemination) of information in order to support decision-making, early warning, policy development and planning for an integrated UN presence.
2. In consultation with the UN’s senior leadership, ensure that Priority Information Requirements are established and maintained, and that priorities are established for information collection and analysis in accordance with the mandate of the integrated Mission.
3. Provide briefings to the Mission Leadership Team, senior UN staff and visiting delegations and represent the JAPU in mission-level meetings and other events.
4. Oversee the coordination of Requests for Information between the JAPU and other Mission components, the UN Country Team and UN Headquarters. Ensure appropriate orientation of the gathering of comprehensive information about events or actions that may affect the successful implementation of the Mission’s mandate.
5. Support contingency planning and participate to strengthen the ability of senior mission leaders to be informed and understand developments on the ground.
6. Oversee the monitoring of a wide spectrum of information sources including integrated Mission daily and weekly situation reports, Mission component reports, local news and interaction with National government officials, International Organizations, the Diplomatic Community and civil society organizations.
7. Oversee and ensure the timely production and quality of products generated by the JAPU: risk analyses, threat assessments, Early Warning Notes, ‘Blue Sky’ papers, analytical reports (key humanitarian and development issues), technical support (database and website development and design), coordination support (support to UNDAF / Integrated Strategic Framework working groups and reviews, task forces, IPF), Government of Iraq (GoI) capacity building (in-depth analysis capacity and policy making role), user-friendly visual products (website/portal, factsheets and governorate profiles, maps).
8. Support and liaise closely with the Mission Crisis Management Team and respond to specific incidents as required. Maintain contact with the heads of Mission components on a regular basis to indicate, and respond to, needs that may arise.
9. Ensure that the appropriate level of confidentiality for JAPU products is maintained.
10. Prepare standard operating procedures for the work of the JAPU, as required.
11. Prepare, implement and monitor the JAPU work plan, and manage and supervise the JAPU staff comprising an integrated team with a range of expertise (information analysts, political affairs, humanitarian affairs, socio-economics, security, technical GIS expertise).
12. Management responsibilities may include the prompt recruitment and selection of staff.
13. Perform other relevant duties as directed by the Head of Mission and Resident, Humanitarian Coordinator

Excellent drafting and editing skills with the proven ability to produce cogent reports and edit the work of others. Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in political science, social sciences, international relations, law, public administration, economics or related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

|
Work Experience
|
|
|
|
A minimum of 10 years of progressively responsible experience in international affairs, intelligence, development, security, diplomacy, administration or foreign relations. Two years of experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organization or non-governmental organization – in a conflict or post-conflict setting is required. Experience working in an Integrated Mission context is desirable. Prior experience and knowledge of the region/Iraq is desirable.

Fluency in oral and written English is required. Knowledge of Arabic is desirable.
