This position is located in the Office of the Chief, Infrastructure Management Service, Office of Information and Communications Technology, Department of Management, in New York. The incumbent will report to the Chief of Service.
|

|
|
Responsibilities
|
|
|
|
Within limits of delegated authority, the Information Systems Officer may be responsible for the following duties:
• Plans and directs major telecommunications and network projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups.
• Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
• Develops technical specifications/cost proposals for procurement/contractual services, oversees the technical evaluation of bids and proposals received and monitors the procurement process; manages the contract service.
• Tracks and monitors telecommunications and network projects progress against plan, requirements, utilization of human & financial resources, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation.
• Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc.
• Develops, implements and monitors information standards and guidelines, including testing paradigms.
• Facilitates communications between OICT and its major clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and OICT, for either specific IT services or general technology support, including any charge back mechanisms for telecommunications and network.
• Participates in planning and preparation of the budget, work program and tracks expenditures related to telecommunications and network projects.
• Performs other related duties as required.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area. Relevant and hands-on experience of the following is required:
i. Project Management
ii. Monitoring projects against plan, resources and requirements
Prince2 Foundation certification is required.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required. Knowledge of other UN official languages in an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
