These posts are found in the Office of the High Commissioner for Human Rights (OHCHR), Special Procedures Branch of the Human Rights Council and Special Procedures Division. The incumbent reports to the Chief, Sustainable Human Development Section, Special Procedures Branch.

Responsibilities
|
|
|
|
Under the supervision of the Chief, Sustainable Human Development Section, and the general supervision of the Chief of the Special Procedures Branch, the Human Rights Officer will be responsible for the following duties:
• Monitoring the situation regarding the situation of human rights issues worldwide relevant to the assigned mandate through research and analysis of incoming information from governments, IGOs, UN agencies, funds and programmes, as well as NGOs and individuals;
• Assisting the Special Procedures mandate holder(s) in fact-finding missions, including preparation of the mission, drafting of mission reports and follow up to the implementation of the recommendations;
• Providing support to the mandate-holder in drafting of the annual reports to the Human Rights Council and General Assembly, if applicable;
• Following up on implementation of decision rendered by policy-making organs and preparing a work-plan which is coherent with the Branch work-plan and the responsibilities assigned;
• Preparing correspondence for the mandate-holder with governments, IGOs, UN agencies, funds and programmes, as well as NGOs and individuals;
• Drafting oral presentations for the annual reports, as well as other presentations and other articles on the mandate;
• Providing substantive input into OHCHR’s policies and statements in areas relevant to the mandate;
• Liaising with OHCHR thematic and geographic desk officers and with other human rights mechanisms;
• Liaising with representatives of governments, IGOs, UN agencies, funds and programmes, as well as NGOs and individuals in connection with the mandate and representing OHCHR at working level meetings with those partners;
• Undertaking research relating to the mandate;
• Providing administrative support to the mandate-holder;
• Providing guidance to new/junior staff;
• Performing any other duties as assigned by the Chief of Branch/Section.

PROFESSIONALISM: Good knowledge of a range of human rights issues, particularly economic, social and cultural rights, to include approaches and techniques to address sensitive problems; good knowledge of and exposure to institutional mandates, policies and guidelines relating to thematic procedures of the Human Rights Council; sound knowledge of problems, i.e., political, ethnic, racial, gender, social, economic, environmental, etc., having a negative impact on the enjoyment of human rights; good analytical and research skills; sound judgment and negotiating skills; takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education
|
|
|
|
Advanced University Degree preferably in law, political science, international relations, social sciences or other disciplines related to human rights. A first-level University degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced University degree.
|
|
|
|
Work Experience
|
|
|
|
At least 5 years of progressively responsible work experience including at international level in the human rights or related field. Significant experience of the UN human rights machinery, or in economic, social and cultural rights, will be assets.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the posts advertised, fluency in oral and written English or French and knowledge of the other is required. Knowledge of other official United Nations languages is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
|
|
|
|
Special Notice

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
