Responsibilities
|
|
|
|
This position is located in the Registry, Immediate Office of the Registrar. Within limits of delegated authority, the Associate Legal Officer may be responsible for the following duties: (These duties are generic, and may not be performed by all Associate Legal Officers).
• Conduct legal research on a diverse range of assigned issues in international and administrative law and other legal areas of specialization using multiple research sources; select relevant material, analyse information and present findings for internal review.
• Assist Legal Officers in the review of legal documents, instruments or other material; identify important issues, similarities and inconsistencies etc.
• Assist in the preparation of legal opinions/advice on a wide range of international public and private law issues, including the United Nations Charter, General Assembly resolutions and decisions involving, inter alia, issues relating to privileges and immunities, peace and security, institutional questions, treaty law and practice, procedural issues arising during meetings of United Nations organs, constitutional and administrative law of the Organisation.
• Assist in the preparation of agreements and contracts with governments, NGOs, vendors and other public and private entities, as well as with claims and disputes.
• Assist in representing the Organisation before arbitral and other tribunals or in administrative proceedings, including disciplinary cases.
• Assist in providing legal advice on human resources matters and assist in reviewing administrative decisions.
• Assist Legal Officers in servicing diplomatic conferences, commissions, committees, task forces and other bodies, including preparation of background materials, summaries of issues and views of delegations, etc.
• Perform other duties as required.

Education

Advanced university degree in law, preferably with a specialisation in international, commercial or administrative law. A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.
|
|
|

Work Experience
|
|
|
|
Minimum of 2 years of progressively responsible professional legal experience, at either the national or international level, with emphasis in international, commercial or administrative law.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the Tribunal. For the post advertised, fluency in oral and written English is required. Good professional knowledge of French is desirable. Knowledge of other languages, including Dutch, is also an asset.
|
|
|
|
Assessment
|

|
|
There may be a technical test and competency-based interview.
|

Special Notice
|
|
|
|
The appointment is limited to ICTY. Appointment of the successful candidate on this position will be limited to the initial funding of the post. Extension of the appointment is subject to the extension of the mandate and/or the availability of funds. As the international tribunals are not integrated in the Secretariat, UN Staff Members serve on assignment or secondment from their parent department/office if selected. Appointments of staff members in the United Nations are subject to the authority of the Secretary-General. Staff Members are expected to move periodically to new functions in accordance with established rules and procedures, and may in this context be reassigned by the Secretary-General throughout the Organization based on the changing needs and mandates.
