|
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is located at the DTIE Climate Technology Centre duty station in Copenhagen, Denmark and reports to the Director of DTIE based in Paris, France.

Responsibilities
|
|
|
|
1. Strategic Direction and Coordination of the CTC: Ensures strategic direction, management and coordination of the Climate Technology Centre (CTC) and its Network. Leads and supervises in consultation with Consortium partners, the preparation of the annual workplan and budget of the CTC and oversees reporting on the activities of the Centre and Network; Leads and supervises activities to provide organizational and logistical support to the CTC. Acts as Secretary of the Advisory Board and supports the work of the Advisory Board. Supports the work of the Technology Executive Committee (TEC) and ensures complementarity and smooth functioning between the Climate Technology Centre and Network (CTCN) and the TEC.
2. Management and Administration of the Climate Technology Centre: Establishes and manages a small core of professional and administrative staff within a cost-efficient organizational structure.
Oversees the programmatic and administrative tasks necessary for the functioning of the CTC. Manages the CTC Trust Fund and any other resources made available to the CTCN. Coordinates and oversees the preparation of the annual report on the CTCN for submission to the COP and as per UNEP’s reporting requirements. Ensures that the services and outputs delivered by the CTC maintain a high quality standard, in line with the approved work programme, within budget and in accordance with United Nations rules, regulations, values and principles. Ensures that developing country requests are received and addressed appropriately. Ensures that activities contribute to agreed outputs and are regularly reviewed in relation to the mission. Oversees all procedures for engagement with Network members.
3. Communications and Outreach: Represents the CTC in international, regional or national meetings, seminars and other relevant events. Ensures that the Centre is positioned appropriately in the area of technology development and transfer for mitigation and adaptation so as to optimize benefits for requesting parties. Works with the Advisory Board to communicate effectively with and through the UNFCCC secretariat and other UNFCCC bodies as designated. Develops effective working relationships with relevant stakeholders. Leads and supervises communication and outreach activities of the CTC.

Experience working in and with developing countries on technical assistance projects. Knowledge of policies and mechanisms related to the UNFCCC. Willing to continuously improve the CTC based on feedback from clients and partners. Conscientious and efficient in meeting commitments, observing deadlines and achieving results. Proven fund raising skills.
Communication: Excellent communication skills, both written and oral, including the ability to articulate technical and policy issues to non-specialists and senior officials. Political acumen and skills to interact with industries, research institutes, governments, and the media.

Managing Performance: Able to delegate responsibility and to ensure that goals, roles and reporting lines are clear. Able to motivate staff while providing technical oversight and quality control. Capable of mentoring, coaching, and evaluating staff.
Leadership: Capable of providing strategic direction and ensuring an effective work structure that maximizes productivity and achieves goals. Able to anticipate and resolve conflicts. Can integrate the work of the CTC into the broader objectives of the Network. Capable of exercising good judgement in resolving issues or problems. Able to spot opportunities to build new partnerships for the benefit of the CTC.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in engineering, technology, environmental science, public policy or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of fifteen years of progressively responsible experience in environment, engineering, technology, international development, climate change or a related field, of which at least five years should have been with national or international institutions dealing with technology development, deployment and transfer. A strong background in management of international multi-stakeholder programmes, international projects and large teams, with extensive experience working with developing countries and familiarity with modalities, policies and processes practiced by international agencies, financing institutions, NGOs, government agencies, and international private sector organizations is required. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.

Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
