|
This position is located at the Strategic Planning and Operational Quality Division of the United Nations Economic Commission for Africa (UNECA). The incumbent works under the direct supervision of the Director of the Division.
|
|
|
|
Responsibilities
|
|
|
|
Within the delegated authority, the Chief of the Operational Quality Section will be responsible for the following duties:
Programme Level: Contribute to the design, development, introduction and implementation of policies, processed and procedures for improving quality of delivery of ECA’s regular programme of work as well as extra-budgetary project outputs, by reviewing existing quality assurance polices and guidelines, identifying compliance gaps and making recommendations through the Division’s Director, for their rectification by ECA management. Develop of Quality Assurance checklists for all major outputs of the Commission, to make future quality assessments more objective, by agreeing with programme managers on the key quality dimensions to focus on prior to programme and project implementation. Discuss with the Management on development of Quality Assurance checklist to guide major meetings such as ADF, etc. Review documentation relating to ECA’s role in on-going global initiatives such as MDGs and Climate change with aim of identifying good practices and gaps in ensuring quality performance from ECA perspective.
Sub-Programme Level Provide technical leadership and oversight for the smooth implementation of quality assurance principles and tools, by designing and disseminating various tools and instruments to assure adherence to quality dimension in the programme and project log-frames and result based reporting frameworks: Discuss with programme mangers to identify which particular outputs to focus on with respect to quality assessments in the coming biennium.
At the Project Level:
Contribute to the planning and implementation of regular quality assessment of major strategies, activities and outputs of ECA as an instrument for adaptive management, by assisting in drafting terms of reference for quality assessments, reviews relevant dimensions of draft reports, and recommending areas needing assessment to management through periodic report on the status of quality performance to ECA management through Director of the Division.
At the Division Level: Support the work of the programme planning, monitoring and evaluation section in promoting result culture at ECA, by ensuring proper documentation of processes relating to programme and project planning, implementation and performance reporting. Develop and update the functional responsibilities of the quality assurance section. In consultation with the Director of the Division, develop and elaborate the annual work programme of the Quality Assurance Section and contribute to the effective delivery of the work programme of the Division and also provide intellectual leadership to the Section. Identify deliverables; prepare the Programme Implementation Plan (PIP) for approval by Management. Contribute to the articulation and development of the overall work programme of the Division Contribute to Division’s reports, programme performance reviews, etc Undertake representational meetings Lead the institutionalization of quality assurance at ECA by providing technical advisory services. Manage the delivery of the Section’s work programme as well as its financial resources Lead advocacy on and for quality assurance Mentor and supervise staff assigned to the Section

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in Business Administration, management, Economics, International Relations, Public Administration, Social Sciences or related field is required. A first level university degree with a relevant combination of academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of ten years of progressively responsible professional experience in project or programme planning and management, including log frame development and analysis is required. Relevant experience in an international organization or an African institution is desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
|
|
|
|
Languages
|
|
|
|
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage

Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
