|
This position is located in the Social Development Policy Division at the United Nations Economic Commission for Africa (UNECA). The incumbent works under the direct supervision of the Executive Secretary.
|
|
|
|
Responsibilities
|
|
|
|
Within delegated authority, the Director of the Social Development Policy Division will be responsible for the following duties:
- Manages policy-oriented research to support policy making and programming for an inclusive, equitable and sustainable development in Africa;
- Develops tools and guidelines for the design, implementation, monitoring and evaluation of gender responsive action-oriented policies and programmes to address inequality between women and men in all areas of development;
- Contributes to the regional report on global processes relating to gender equality and women in development;
- Studies and generates new knowledge on demographic transition and its implications for economic and social development in Africa. This includes studies on fertility, mortality and health, migration, changing age structure of the population, and population distribution and dynamics;
- Establishes analyses of population data emanating from national population and housing censuses as well as surveys on youth;
- Establishes prospective policy research on youth and development, ageing and development, and on migration and development;
- Designs frameworks and tools for the implementation and, monitoring and evaluation of regional and international policies and programs of actions relating to social development; - Promotes the coordination of the implementation and harmonization of population policies; - Establishes policy-oriented research in support of the design, implementation and monitoring of gender and youth sensitive poverty reduction programmes in Africa;
- Establishes research to inform policies on employment for inclusive social development and address issues of equity and inequality;
- Establishes research to support the design and implementation of Millennium Development Goals related programmes, to inform the articulation of new development initiatives and frameworks including the Sustainable Development Goals and the post 2015 development agenda;
- Studies the dynamics, determinants and differential factors of changes and developments in human settlements, and their impacts on national and regional development projects;
- Establishes policy-research on urbanization and development in Africa to inform innovative policies that promote urban management for social and economic development;
- Establishes research on issues of urbanization, urban-rural linkages, and on their implications for internal migration, urban development and rural development in Africa, as well addressing informal sector challenges and the labor market issues;
- Contributes to Africa regional report(s) on global processes on urbanization by providing policy research results.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in development studies, gender, social science or related discipline. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of fifteen years of progressively responsible experience in socio-economic development with strong focus on development issues. Strong policy analysis experience and the management of advocacy campaigns are required. Extensive international experience is desirable. Experience with development issues in Africa is desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Languages
|
|
|
|
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage

Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
