|
This position is located in the Special Initiatives Division at the United Nations Economic Commission for Africa (UNECA). The incumbent works under the direct supervision of the Executive Secretary.
|
|
|
|
Responsibilities
|
|
|
|
Within delegated authority, the Director of the Special Initiatives Division will be responsible for the following duties:
- Provide support to member States and their intergovernmental organizations in formulating and implementing policies in support of the key drivers of Africa’s structural transformation;
- Establish research aimed at improving the capacities of policymakers in analyzing and managing policies necessary to address the issues of climate change;
- Establish policy-oriented research and promote policies, methods and strategies for the efficient utilization of information and communication technology by member States;
- Establish policy-oriented research to support the policy, legal and regulatory frameworks for the proper management of African mineral resources;
- Establish research and promote policies aimed at determining the dimensions of Green Economy for Africa;
- Contribute to and strengthen the mechanisms for developing evidence based African common negotiating positions and strategies that enable the Economic Commission for Africa’s member States to fully participate in climate change related global processes;
- Assist member States in the development of databases and indicators pertaining to climate change and the application of relevant research findings for related policy formulation and implementation;
- Study and promote policies aimed at strengthening member States capacity for the utilization of information and communication technology with the view to improving the use of information and knowledge systems in support of socio-economic development at national, subregional and regional level;
- Promote the establishment of enabling legal, regulatory and legislative frameworks for improved access to information in African countries;
- Enhance the knowledge base to strengthen human and institutional capacities and broaden stakeholder participation in the protection of Africa’s environment and the management of its mineral resources
- Promote measures to address environmental issues in the exploitation of Africa’s natural resources;
- Perform other duties as assigned.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in a natural or earth science, economics or development or related field is required. A first level university degree with a relevant combination of academic qualifications and extensive experience may be accepted in lieu of the advanced university degree. PhD is desirable.
|
|
|
|
Work Experience
|
|
|
|
A minimum of fifteen years of progressively responsible experience in natural resource management, economics and policy research, analysis and formulation as applied to the natural resource sector. Senior level experience in programme and project planning, and work in regional and sub-regional organisations are also required. Experience in Africa desirable.Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations

Languages
|
|
|
|
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage
|

Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
|
|
