|
This vacancy is in the E-Government Branch, Division for Public Administration and Development Management (DPADM) of the United Nations Department of Economic and Social Affairs (DESA). DPADM provides secretariat support to the United Nations programme on Public Administration and Development. It assists the Member States of the United Nations in fostering efficient, effective, transparent, accountable, clean and citizen- centred public governance, administration and services through innovation and technology to achieve the internationally agreed development goals including the MDGs. The Adviser will be member of DESA’s Inter-Regional Adviser (IRA) Network. The services of the IRA aim to ensure the provision of high-level technical expertise, the transfer of knowledge from global entities to Governments on policy-related issues and development strategies and the formulation, assessment or evaluation of projects and programmes. The services of the IRA need to comply with strategies and guidance concerning capacity development activities endorsed by DESA and supported by the Capacity Development Office.

Responsibilities
|
|
|
|
The incumbent will work on the following:
•Provide policy advice through short-term field missions to Governments and other relevant stakeholders in developing countries upon their request on aspects of public administration and e-government planning, development and implementation of public services relevant to the accomplishment of internationally agreed development goals, including the MDGs.
•Monitor studies and analyze the trends and best practices on e-government and public administration and prepare policy advisory notes to inform governments as well as feed into the intergovernmental process.
•Contribute to the design/redesign of national and local policies and strategies upon requests from countries for public administration and e-government development and for the achievement of internationally agreed development goals, including the MDGs and/or other relevant norms and standards.
•Provide leadership in the design of capacity development tools at national, regional and global levels on the use of METER and contribute to its implementation, monitoring and evaluation as well as reporting on these activities.
•Assist Member States in developing e-government strategies on the following themes: whole of government, e-participation, vulnerable groups, open data, increasing usage and online service delivery.
•Develop an e-Government network.
•Make substantive contributions to global/regional/sub-regional/national workshops, seminars, colloquia, other training events, including proposals concerning agenda topics, possible participants, preparation of documents and presentations, etc.
•Make substantive contributions to publications and analytical products of DPADM.
•Contribute to the Division’s and Department’s resource mobilization strategies particularly on projects on e-Government, and notably as far as extra-budgetary funding is concerned.
•Assume other tasks in his/her area of expertise and in line with capacity development guidance as requested by the supervisor.
•Develop and update e-Government training materials for the areas covered in capacity development activities for use by different stakeholders.
•Liaise with relevant professional networks and make relevant external capacity development resources available to DESA through DPADM.
•Establish and nurture close relationships with various stakeholders in view of creating partnerships and an active network on e-government.
•Provide inputs for the normative and advocacy functions of the Division based on the capacity development expertise. Work implies frequent interaction with the following: Counterparts, senior officers and technical staff in relevant UN Secretariat entities and in UN funds, programmes and specialized agencies. Representatives and officials in national governments, international organizations, and consultants.
•Expected outputs: Written outputs (mission reports, policy papers, technical notes, etc.) of sound and innovative advice to Governments and other relevant stakeholders in developing countries.
•The advice provided will cover a wide range of issues, including developing strategies for issues on a long-term and large-scale basis in the best interest of clients and/or, as appropriate or the organization.
•Other expected outputs include, as appropriate, complex papers, analytical reports, toolkits, guidance notes, project proposals, and, upon request, substantive sections of reports and studies, publications, etc.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in public administration, economics, social development, development planning or affiliated fields, or equivalent combination of education and experience in related area.
|

Work Experience
|
|
|
|
A minimum of ten years of progressively responsible experience within the UN development system and/or related to operational activities for development of the UN system in the area of planning, public administration, public service delivery and e-government development; at least five years of the professional experience in advisory work in developing and emerging countries (including economies in transition), preferably in more than one region. Experience in developing e-government survey is desirable.

Languages
|

|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Fluency in French is desirable.

The initial appointment is for one year with a possibility of two year extensions up to a maximum of five years.
