This position is located in the Field Personnel Operations Service, Field Personnel Division, Department of Field Support. The Human Resources Officer will report to the Chief, Integrated Africa 2 Regional Section, under the overall supervision of the Chief, Field Personnel Operations Service.

|
Responsibilities
|
|
|
|
Within delegated authority, the Human Resources Officer will be responsible for the following duties: GENERAL: • Provides advice and support to managers and staff on human resources related matters. • Prepares special reports and participates and/or leads special human resources projects. • Keeps abreast of developments in various areas of human resources. • Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative functions
RECRUITMENT AND PLACEMENT: • Provides support to field operations for the effective selection of the best suited candidates to meet operational needs • As the Officer responsible for assigned missions, assists in the planning and management of staffing in these missions • Monitors adherence to human resources policies and procedures in field operations • Liaises with the Recruitment and Outreach Unit (ROU) on preparation of mission specific job openings. • Assesses mission recommendations on extensions of appointment/assignment, and making recommendations when non-renewal or termination of appointment has been recommended by the mission.
ADMINISTRATION OF ENTITLEMENTS: • Provides advice on interpretation and application of policies, regulations and rules. • Reviews and provides advice on exceptions to policies, regulation and rules. • Administers and provides advice on salary and related benefits, travel, and social security entitlements. • Determines and recommends benefits and entitlements for staff on the basis of contractual status. • Reviews policies and procedures and recommends changes as required. • Reviews and recommends level of remuneration for consultants.
OTHER DUTIES: • Examines complicated cases and carries out thorough research and fact-finding, consulting with the Office of Human Resources management and other departments as needed, and formulates submissions and recommendations as required. •Assists in preparing policy papers, position papers and briefing notes on human resources issues.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in human resources management, administration or related area. Experience in HR functions in the context of peacekeeping or other field missions is desirable. Experience in monitoring and preparing annual plans and reports is an advantage. Experience in advising regarding budget and strategic human resources issues desirable.or related field. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.

Languages
|

|
|
English and French are the working Languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is an advantage.

Evaluation of qualified applicants may include written assessment exercise, which may be followed by a competency-based interview.

This appointment is a one-year-appointment. Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. - Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. - This vacancy is subject to availability of post. - This post is financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval.
