The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level (www.unep.org). Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Division of Technology, Industry and Economics (DTIE) works with international and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. This post is located in UNEP/DTIE at the Paris duty station. Under the direct supervision of the Head, OzonAction Branch, the incumbent will perform the following functions:

Responsibilities
|
|
|
|
Lead the overall development, implementation, maintenance and review of electronic-based projects, systems and processes to facilitate the capture, storage, utilization, creation, and sharing of information and knowledge for UNEP OzonAction Branch, Paris and Compliance Assistance Programme (CAP) regional offices. Interact and collaborate with various offices on electronic-based, information management and knowledge sharing initiatives and projects: • Coordinate electronic information sharing between UNEP and different governments related to the activities in hydrochlorofluorocarbons (HCFCs) Phase out Management Plans (HPMPs) and capacity building under the Montreal Protocol. • Explores Information Technology and Knowledge Management options that may assist countries to promote implementation of and compliance with the Montreal Protocol. • Provides expert technical advice across the organization on electronic-based sharing of information and knowledge. • Develops and leads the formulation of overall policies, procedures, objectives and guidelines affecting the implementation and maintenance of current and new OzonAction programme’s electronic-based systems implementation of the OzonAction Management Information System (oMIS), document and records management system, innovative web and social media networking platforms, knowledge management platform, e-learning platforms, and virtual conferencing and events platforms. • Assesses, makes recommendations and provides advisory services. Provides up-to-date research and specifications for information management technology and innovations applications relevant to the branch. • Tracks and monitors project progress and ensures compliance with established standards and guidelines and leads in identifying consultants and associated project Terms of Reference. • Researches, analyzes, evaluates and pilots emerging technologies to plan and develop migration strategies for archival preservation of electronic records and to develop and maintain expertise necessary to advise CAP offices in the management of electronic records. • Evaluates applications and cost-effectiveness of services and prepares data and recommendations for decision-making. • Ensures the preservation of information assets with continuing value by appraising records according to their administrative, legal, financial and/or historical value. • Develops and implements policies and guidelines on preservation of and access to digital archives by establishing metadata requirements. • Manages information security; facilitates declassification and ensures the physical security and safety of the OzonAction programme’s records. • Develops client outreach strategy and programme, and coordinates its implementation. • Provides expert technical advice to the Head of Branch, activity leaders and project managers on development and implementation of the OzonAction programme’s electronic-based projects. • Guides, trains and supervises staff in the various electronic-based systems. Coordinate the promotion of timely inter-regional cross-fertilisation and exchange of experiences, information and knowledge:• Coordinates diverse projects/activities in the Branch; plans, leads, manages and implements policy development and projects presents key lessons learnt from countries during HPMP preparation and implementation, and co-financing of the climate benefit between countries and regions.• Initiates and coordinates outreach activities on HPMP projects/tools; conducts training workshops and seminars; leads and/or participates in large complex field missions. • Supports the working processes related to CAP’s HPMP preparation and implementation processes.

Competencies

• Professionalism: Knowledge of the work the Montreal Protocol and the linked climate change issues. Understanding of policies related to phase out of Ozone Depleting Substances including HCFCs. Good technical knowledge of information management, knowledge management, information systems and database development. Experience with interacting or supporting national MEA focal points; Ability to conduct research and provide recommendations on information management trends. Education
|

|
Advanced university degree (Master's degree or equivalent) in computer science, information technology, information management, statistics or related field.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area, some of which should be at the international level.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates for this position will include a substantive assessment which may be followed by a competency-based interview.
