This position is located in the Situation Centre, Office of the Chief of Staff, Office of the Under-Secretary-General for Peacekeeping Operations. The incumbent reports to the Head of the Situation Centre (SitCen) Operations Room.

Responsibilities
|
|
|
|
The Operations Officer monitors political, military, police, humanitarian, logistics and other relevant developments in assigned DPKO peacekeeping, peace-building and special political missions. Specific responsibilities include:
Situational Awareness
• Gathers and interprets information from a variety of sources, including internet-based open source media, field mission reports and information from member states.
• Acts as an initial point of contact for Headquarters, peacekeeping missions, and Permanent Missions in New York when required.
• Interacts routinely with peacekeeping missions in the field and with other Headquarters elements.
• Acts as the DPKO-DFS Watch Officer during silent hours, weekends, and holidays.
• Tracks the overall security situation in assigned areas.
• Demonstrates a thorough understanding of field mission mandates and associated regional dynamics.
Reporting
• Drafts and edits daily situation reports.
• Prepares presentations, briefings and reports using visual tools.
• Prepares and updates maps of UN field missions using cartographic and information systems where applicable.
• Researches and drafts special reports related to operational issues as required.
Point of Contact Services
• Responds to requests for information from senior managers at headquarters, in field missions/offices and from member states.
• Provides point-of-contact services between headquarters, peacekeeping missions and permanent missions in New York when required.
• Maintains detailed and confidential contact information databases on array of UN leadership and affiliated organisations, bridging and connecting calls when requested.
Crises Response/Emergency Preparedness
• Facilitates crisis and emergency procedures when necessary.
As part of the 24/7 staffing of the Operations Room, the Operations Officer performs 12-hour shifts, alternating day and night shifts, including during silent hours, holidays and weekends.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in political science, history, international relations or a related field. A first level university degree, in combination with extensive experience in operational or analytical work in the field of international affairs, may be accepted in lieu of the advanced university degree.
|

|
|
Work Experience
|
|
|
|
Five years (including two at the international level) of progressively responsible professional experience in one or more of the following areas is required: operations; information gathering, analysis and reporting; crisis management; security risk management; liaison with senior officials. Experience with the UN common system and/or other international organizations is desirable. Experience in a field environment, preferably a peacekeeping operation, is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another UN official language, preferably French, is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified applicants may include an assessment exercise which may be followed by a competency-based interview.
|

Special Notice
|
|
|
|
The Operations Officer performs his/her duties on a 12-hour shift system.
This post is financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval. The appointment of staff will also be limited to service on posts financed by the Support Account.
This position is vacant for a finite period of one (1) year only, due to the incumbent being on Special Leave Without Pay (SLWOP), and therefore a one (1) year appointment/assignment will be granted to the selected candidate. Further extension/s of appointment will be dependent upon the return of the incumbent who maintains a lien against this post. In this regard the selected candidate will be required to sign a memorandum of understanding to this effect. Also, if the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.
