These two posts are located in the Information Technology Section, Office of Information Management and Evaluation, Division of Conference Management. Under the supervision of the Chief of Section, the incumbent:

Responsibilities
|
|
|
|
- Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems. Develops detailed system and other functional specifications and user documentation for major systems.
- Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.
- Maintains, upgrades or enhances existing user systems; troubleshoot and provide continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
- Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
- Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
- Develops training materials, operating and user manuals; trains staff in assigned systems. Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
- Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
- Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users.
- Provides guidance to, and may supervises, new/junior staff, consultants, etc.
- As required, serve as Officer-in-Charge during the absence of the Chief.

Professionalism: Strong theoretical background and substantial experience in information technology/information management, particularly in software engineering; good knowledge and demonstrated proficiency of several high level programming languages and database management systems. Good knowledge of Organization’s IT strategy; ability to independently maintain assigned systems and develop innovative approaches to resolve a wide range of issues/problems; good knowledge of relevant internal policies and business activities and processes within the area(s) in which the system operates. Experienced in setting up and maintaining IT applications. Good knowledge of relational databases. Conscientious and efficient in meeting commitments, observing deadlines and achieving results. Shows persistence when faced with difficult problems or challenges. Remains calm in stressful situations.

Communication: Good written and spoken communications skills, including the ability to explain and present technical information and effectively train/advise users, and prepare clear and concise written documentation. Teamwork: Works collaboratively with colleagues to achieve organizational goals and is willing to learn from others. Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
Minimum of five years of progressively responsible professional experience in computer applications and in the design, implementation, operations, and maintenance of complex systems. Experience with IT project management and the development and maintenance of document management IT systems within the United Nations is required.
|
|
|
|
Languages
|
|
|
|
Fluency in either English or French with good working knowledge of the other.
|
|
|
|
Assessment
|
|
|
|
Qualified candidates may be required to take a written test of technical skills. All candidates who qualify to be intereviewed shall be subject to a Competency-based interview.
|
|
|
|
