This position is located in the Corporate Systems Unit (CSU), Corporate Software Solutions Section (CSSS), Information Technology Service (ITS), Division for Management (DM) of the United Nations Office at Vienna (UNOV) and United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria.
The Chief, CSU will report to the Chief of CSSS.

Responsibilities
|
|
|
|
Within limits of delegated authority, the incumbent will be responsible for the following duties:
-Manage, supervise and coordinate the work carried out by the Unit; lead implementation of activities and provide substantive and administrative leadership and guidance with regard to the Unit's programme of work.
- Provide advice to the Chief of Section and Chief of Service on conceptual and procedural development, feasibility and implementation of projects.
- Plan, develop, coordinate and direct major information systems projects of significant importance to UNOV and UNODC, or major components of these complex systems which have a critical impact on the operations and the large user community.
- Provide expert advice on complex systems analysis and design; identify the need for new systems (or modifications to existing systems) or respond to requests from users; develop plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures.
- Develop cost proposals for contractual services, oversee the technical evaluation of proposals received and manage the contract service.
- Track and monitor project progress against plan, requirements, quality measures, standard processes; liaise with users on all aspects and during all phases of development and implementation.
- Provide professional leadership and work direction to assigned project teams, and/or mentor and supervise the work of new/junior officers, contract staff, etc.
- Be actively involved in the execution of the most complex aspects of the projects (e.g. systems analysis, development, programming, etc.); oversee development of document and database structures, ensuring that all design aspects are addressed and control and security mechanisms are established.
- Develop, implement and monitor information standards and guidelines, including testing paradigms.
- Oversee the preparation of technical and user documentation for entire systems and
interdependent applications; oversee the preparation of training materials and detailed
technical presentations.
- Keep abreast of developments in the field and determine the need for testing and evaluating new products and technologies; provide leadership on introducing technological changes; prepare various technical reports.
- Participate and provide substantial input to the planning and preparation of the budget, work programme and spending plan.
- Manage administrative tasks necessary for the functioning of the Unit, including participation in the recruitment of staff and evaluation of staff performance.
- Manage, guide, develop and train staff under his/her supervision.
- Perform other duties as required.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or a related field. A first-level university degree in similar fields in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|

Work Experience
|
|
|
|
A minimum of seven years of progressively responsible professional experience in computer applications and the planning, design, development, implementation, operation and maintenance of complex information systems including experience in developing and overseeing large centralized and distributed institutional systems is required. Several years of experience at the international level is highly desirable. Several years of experience in both public and private sector organizations is desirable. Several years of experience in managing a team of software developers is required. Several years of experience in developing applications in either JAVA or Lotus Script is desirable. Experience with and solid knowledge of open source web technologies and SQL environments is an asset. Experience with the finance or human resources processes and procedures in international organizations is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of another official United Nations language is an advantage.
