The position is located in the Infrastructure Planning and Engineering Section (IPES) and Physical Security Support Group, Infrastructure Management Service (IMS) of the Ofice of Information and Communications Technology (OICT).
|
|
|
|
Responsibilities
|
|
|
|
Under the supervision of the Chief of Infrastructure Planning and Engineering Section (IPES), the Information Systems Officer is responsible for the following duties:
Plan major ICT infrastructure projects, Physical Security Projects and System Upgrades of significant importance to the Secretariat and the Offices Away from Headquarters by:
Conducting feasibility assessments, developing and recommending strategies to address ICT infrastructure and physical security needs, and preparing plans for design, development, and implementation, including project plans, schedules, as well as time and cost estimates;
Developing technical specifications/cost proposals for procurement/contractual services, overseeing the technical evaluation of bids and proposals received, and monitor the procurement process;
Testing and evaluation of new products and technologies and recommending technological changes;
Preparing and presenting technology infrastructure standardisation cases before the OICT Standards Committee.
Liaising with clients and technical focal points in the Department of Safety and Security and other UN Secretariat Departments during all phases of planning, design, and development;
Coordinating with other UN Agencies, Funds, and Programmes to maximize inter-agency collaboration in the area of physical security technologies;
Participating in the planning and preparation of the budget, and work program;
Developing cost proposals and procurement plans for implementation , maintenance and support;
Developing disaster recovery plans and ensuring appropriate planning and training of those responsible for execution of such plans;
Manage and direct the implementation of ICT infrastructure projects, physical security systems and related upgrades by:
- Tracking and monitoring the progress of ICT infrastructure build-out, Access Control, Closed Circuit TV , and Intrusion Detection Systems projects against plans, requirements, quality measures, standards processes;
- Providing professional leadership and work direction to implementation teams;
- Mentoring and supervising the work of junior officers, contract staff, etc.;
- Liaising with clients and technical focal points in the Department of Safety and -Security on all aspects and during all phases of implemention and post-implementation;
- Developing cost proposals for post implementation contractual services and providing contract management support;
- Identifying user training needs ; and
- Performing other related duties as required.

Education
|
|
|
|
Advanced university degree in Computer or Information Technology, Electrical/Electronic Engineering or other related field, or equivalent combination of education, certification and experience in relevant area. Additional certification in the Physical Security field is desirable. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
Minimum of seven years of progressively responsible professional experience in planning, designing, implementing, and/or managing technology infrastructure. Experience in both public and private sector organizations preferred.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another UN official language is desirable.
|
|
|
|
