|
Chief Medical Services in UNIFIL contribute to the overall UN Offices in the mission area by providing healthcare services (primary care, emergency care and occupational health) to civilian and uniformed personnel of those operations, providing the spectrum of healthcare that would normally be expected for an adult (male and female) population. In-patient care is available for medical, surgical and gynaecology conditions at level 2 hospitals operated by Troop Contributing Countries. Medical Evacuation is available on the recommendation of the Chief Medical Officer for treatment of conditions that exceed the in-mission medical service capability.
UN Medical services vary in size, but usually have medical, nursing, pharmacy and laboratory components within the clinic, and a referral relationship with Level 2 hospitals.
The Chief Medical Officer is the lead for healthcare operations in the mission, and the role involves a combination of clinical and management responsibilities.
This position is located in the United Nations in peacekeeping operations, special political missions, and other field operations. The Chief Medical Officer P-5 has a functional reporting relationship to the Medical Director, Medical Services Division, (OHRM/DM) for Clinical and medico-administrative matters and to the Chief, Medical Support Section (MSS) for Medical Logistics matters.

Responsibilities
|
|
|
|
Within limits of delegated authority, the Chief Medical Officer will be responsible for the following duties:
Managerial:
• Plans, organizes, manages, supervises and coordinates medical services in missions. This includes management of medical support activities in the mission, as outlined in the Medical Support Manual, for example preparation and implementation of mass casualty plans, medical evacuation plans and procedures, and relationship with any external healthcare providers.
• Provides day-to-day supervision of medical staff. Evaluates and manages staff performance, interviews/evaluates candidates for job openings.
• Prepares budgets and controls finances, ensuring optimum and rational use of resources.
• Procures drugs, medical equipment, consumables and medical supplies.
• Ensures availability of supplies and proper functioning of medical equipment.
• Acts as a liaison point with UNHQ, providing advice to the Medical Director on local conditions relevant to the health of staff in the mission
• Ensures the implementation of policies and directives from the Medical Director, including incident reporting and performance reporting on the activities of the health service.
• Manages the interface between the medical unit and staff counsellors, senior management of the mission, all specialized agencies, military physicians, physicians and representatives of laboratories, pharmaceutical companies, medical associations and societies.
• Ensures a safe and secure working environment for medical staff• Acts as Advisor for the mission on medical matters.
• Establishes and implements appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g. health education, HIV/AIDS prevention, first aid and CPR).
Clinical Duties:
• Undertakes day-to-day clinical duties, e.g. walk-in clinic, responses to emergencies, medical examinations, immunizations, women’s health, etc.
• Refers staff to outside specialists as necessary.
• Follows-up with outside specialists.
• Oversees and provides health education and health promotion programs.
• Liaises with medical units in the mission and host-nation facilities.
• Ensures the provision of health education
• Ensures the implementation of adequate Infection Control measures in the clinic.
• Follows the UN established policies and procedures regarding medical clearances, sick leave and medical evacuations.
• Organizes/Participates in addressing work environment and occupational health issues.
• Performs other related duties as required.
Medicoadministrative Duties may include:
• certification of sick leave,
• medical clearances,
• medical evacuation recommendations.
Work requires frequent interaction with the following:
Staff at large throughout the Organization.
Staff within work unit.
Staff counsellors.
Senior management throughout the Organization.
Security personnel.
All specialized agencies.
Military Physicians.
Physicians and representatives of Laboratories, Pharmaceutical Companies, Medical Associations and Societies.

Education
|
|
|
|
Current registration without restrictions to practice medicine in own country or another UN member state is required. Doctorate in Medicine (MD) or equivalent qualification. Post graduate training in one of the clinical medical specialties (Note – formal post-graduate training in Occupational Health, Tropical Medicine, General Practice or Primary Care would be regarded as a medical specialty) . MD or equivalent degree along with qualifying experience may be accepted in lieu of post graduate training. Additional Post graduate qualifications public health or management is an advantage.

Work Experience
|
|
|
|
A minimum of ten (10) years of progressively responsible clinical experience including five (5) years of combined clinical and management experience is required. Previous experience managing international multidisciplinary healthcare teams is desirable. Experience in UN field missions, humanitarian relief operations, military or similar environments is an advantage.

Languages
|

Fluency in English (both oral and written) is required.
