This position is located in the Executive Office of the Department of Economic and Social Affairs (DESA). The Executive Office provides human resources, finance and budget, logistics and general administrative support to the Department. The Executive Officer reports directly to the Under-Secretary-General for Economic and Social Affairs.

Responsibilities
|
|
|
|
Under the direct supervision of the Under-Secretary-General for the Department of Economic and Social Affairs and within delegated authority, the Executive Officer will be responsible for the following duties: POLICY AND PLANNING: • Assists the Under-Secretary-General and senior management in the Department of Economic and Social Affairs, Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States, Office of the Special Adviser on Africa, Secretariat of the UN System Chief Executives Board for Coordination, Regional Commissions New York Office in the development and implementation of the administrative and financial framework. • Advises senior management on budgeting, financial, human resources and general administration and management information issues and practices. • Produces major reports for management. •Participates, on behalf of the Department, in task forces of the Secretariat on human resources and administrative matters. Assists the management of the Department and Department of Management in the preparation for and operation of Umoja. Participates in the weekly Directors' management meetings to provide advice on administrative, financial and human resources matters, as required. HUMAN RESOURCES MANAGEMENT: • Takes the lead in coordinating the full range of staff and human resource administration-related issues, ensuring departmental requirements are met. This involves overseeing development and maintenance of staffing table records; interpretation and application of staff rules relating to human resource issues. Preparation of staffing projects and other ad hoc status reports on those issues. Defines problems to be addressed in management reviews; directs the work of review teams through all stages. • Ensures all actions are in compliance with Umoja and Inspira operational procedures for recruitment, transfer, placement and separation of staff, promotions, as well as mobility and career development, gender equality and staff-management relations. • Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. BUDGET AND FINANCE: • Serves as lead financial officer to the Department/Unit, providing guidance and direction on business and resource planning. • Takes the lead in securing the required resources for the Department. • Monitors expenditures to ensure that they remain within authorised levels. Exercises control over budgetary expenditures from these resources and advises senior staff regarding the allocation/availability of budget resources. • Develops, establishes and maintains a set of sound policies, procedures, standards and tools that are consistent with UN policy and practice in order to ensure proper accounting, financial management and control. • Prepares internal financial reports and responses to Internal and External Audit observations in compliance with the Financial Rules and Regulations.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of fifteen (15) years of progressively responsible experience in administration, budget, finance, human resources management, or related field of which, at least five (5) years in managerial positions at the international level is required. Experience in managing financial resources and grants is required. Experience in strategic human resources advisory functions in a large multicultural organization is required. Experience with the work of the United Nations or any other comparable international organization, especially in the economic and social fields, is required.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Evaluation of qualified candidates may include a substantive assessment, which may be followed by a competency-based interview.
