|
This position is located in United Nations Peacekeeping Operations, specifically the UN Multidimensional Integrated Stabilization Mission in the Central African Republic, Bangui. This Senior Judicial Affairs Officer will be responsible for coordinating all matters related to urgent temporary measures (UTM) under MINUSCA’s Security Council Mandate. The Senior Judicial Affairs Officer will report to the Chief Justice and Corrections Section.

Responsibilities
|
|
|
|
Within limits of delegated authority, and under the supervision of the Chief of the Justice and Corrections Section, the Senior Judicial Affairs Officer will be responsible for the following duties:
• Lead and manage the development and implementation of the mission’s strategies related to the strengthening and development of all aspects of the justice system, but particularly the Urgent Temporary Measures. This includes: implementation of applicable international standards, development and implementation of strategic planning processes, review and development of relevant legislation, rehabilitation of facilities, strengthening the capacity of the justice institutions, and supporting the development of effective linkages with the police and corrections systems. This will be undertaken by coordinating various MINUSCA stakeholders, advising national counterparts and providing technical assistance, facilitating access to training and assisting to develop a strategic national development plan.
• Establish and maintain contacts and effective relations with senior national government officials and civil society representatives, including counterparts in the Ministry of Justice and/or other relevant Ministries, the police, courts, prisons, non-governmental organizations, universities and law schools, media, diplomatic missions and donors.
• Build linkages with development partners and donors to ensure a seamless transition to long-term development support and the mobilization of resources where necessary.
• Advise on and prepare assessment reports, reports addressing complex strategic and operational justice system issues, policy documents and guidelines.
• Participate in coordination mechanisms at mission level, maintaining close working relationships with relevant components (human rights, police, corrections, gender, etc.) and other United Nations entities, and represent the mission as required.
• Perform programmatic and administrative tasks necessary for the functioning of the mission’s justice component, including the preparation of budgets, reporting on performance and results, recruiting staff and managing and evaluating staff performance.

Education
|
|
|
|
An advanced university degree (Master’s degree or equivalent) in law is required. A first-level university degree in any field, with a bar qualification, or bar qualification equivalent, in combination with two additional years of relevant legal experience may be accepted in lieu of an advanced university degree. A first-level university degree in law, in combination with two additional years of relevant academic qualifications and/or additional legal experience in the field of rule of law assistance, may be accepted in lieu of an advanced university degree.

Work Experience
|
|
|
|
At least ten years of progressively responsible professional experience as a practicing lawyer, academic, prosecutor, judge, legal consultant or international legal assistance advisor is required. This must include at least one year providing technical assistance for the development/reform of legal and judicial institutions in a transitional, developmental or post-conflict setting, outside the applicant’s country of nationality. Significant management experience is required.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written French, with a working knowledge of English, is required.

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. - Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. - An impeccable record for integrity and professional ethical standards is essential. All staff of the Ethics Office are required to submit a financial disclosure statement upon appointment and annually thereafter. - This vacancy is subject to availability of post. Extension of appointment will be subject to budgetary approval. - This position is vacant due to the temporary assignment/secondment of the regular incumbent to another office/organization. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment. -The United Nations Joint Staff Pension Fund (UNJSPF) is an independent inter-agency body established by the United Nations General Assembly. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat. On the basis of that MoU and in light of the status of the UNJSPF, it was decided that staff members applying to posts at the P-5 level in the UNJSPF are exceptionally not subject to the lateral move requirement for purposes of eligibility. However, selected candidates who do not meet the lateral move requirements will be granted appointments strictly limited to service with the United Nations Joint Staff Pension Fund.
