|
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The Mediterranean Action Plan (MAP) is one of the UNEP's Regional Seas Programs encompassing a comprehensive system of activities for the protection and sustainable development of the Mediterranean region based on the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean and its Protocols (the Barcelona Convention). The Convention involves the 21 countries bordering the Mediterranean Sea as well as the European Union. This post is located in UNEP/MAP (Barcelona Convention) at the Athens duty station. Under the overall supervision of the Coordinator/Deputy Coordinator and the direct supervision of the Mediterranean Action Plan (MAP) Programme Officer, the incumbent will perform the following tasks:

Responsibilities
|
|
|
|
1. Support the Programme Officer in work planning, implementation monitoring and reporting on the programme of work; Conduct research through various sources including the Internet; Collect and organize data to support planning and implementation of programme of work; Assist the Programme Officer with preparation of meeting documents and Terms of Reference for consultants; Maintain database on potential programme partners, donors and initiatives; Draft correspondence and prepare reports, proofread texts as required; Assist the Programme Officer in overseeing the Mediterranean Action Plan (MAP) reporting system and compliance mechanisms and support the Legal Officer in that function. 2. Arrange internal and external meetings and conferences and service the meetings as required. 3 . Ensure the daily running of the Governance Unit, by preparing background material to support the Programme and Legal Officer and ensuring that briefing materials for appointments, meetings or missions are complete and up to date. 4. Prepare and process Memoranda of Understanding between MAP and other partners, check reports for compliance with terms of reference, initiate and follow up payments, process and maintains budgetary control. 5. Initiate the processes and liaise with the Administration Unit on the following: issuing consultants contracts; request of services and support for meetings, payments to participants; issue travel information for delegates and staff; prepare requests for acquisition of supplies and services agreements; maintain leave records and process related actions in Integrated Management Information Systems. 6. Maintain an up to date database of MAP Focal Points and MAP Partners and provide support to requests for information, documents and related matters. 7. Any other related duties.

Education

Completion of Secondary education is required. Additional technical training in administration, accounting, finance or other relevant field is desired.

Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in programme or project administration, technical cooperation or related area.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and French is required. A working knowledge of Greek is required. Knowledge of another UN official language is an advantage.
|
|
|
|
Assessment
|

|
|
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.

Appointment against this post is on a local basis. External candidates will be considered only when no suitable internal candidate from the duty station is identified.
