These positions are located within the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA). The Movement Control Officers will be based in Bangui. The Movement Control Officers report to the Chief of Section, Movement Control.
|

|
Responsibilities
|
|
|
|
Within delegated authority, the Movement Control Officers will carry out the following duties:
• Conduct detailed planning and coordination of non-routine movements including cargo and passenger deployments, rotations and repatriations of contingents.
• Coordinate multi-modal transportation activities for the purpose of contingent movements within and outside the Mission area.
• Monitor the deployment, rotation and repatriation activities of military contingents, the movement of contingent-owned (COE) and UN-owned (UNOE) equipment in accordance with applicable Movement Orders and in co-ordination with the Movement Control Section, UNHQ.
• Monitor all activities related to the movement of cargo and personnel in the Mission.
• Provide assistance and technical advice in all aspects of transportation, including goods requiring special handling.
• Advise military contingents on all movement related matters.
• Plan and coordinate the movement of military/police contingents.
• Process Special Flight Requests for movement of passengers and cargo that cannot be accommodated on regular scheduled flights.
• Ensure that safe, efficient and effective movement support is provided to meet operational and administrative requirements of the Mission.
• Develop Standard Operating procedures and make recommendations for risk mitigations and quality/cost improvements.
• Assist in the establishment of performance standards and in the improvement of service quality/operational standards.
• Develop long-term plans and conduct scheduling of the workload.
• Develop Movement Contingency Plans (for example, the Mission Evacuation Plan).
• Oversee staff in the provision of movement control for personnel and freight.
• Plan, guide, supervise and evaluate the personnel of MovCon Unit.
• Manage the allocation and rotation of appropriate work assignments.
• Oversee the development of training and career plans.
• Prepare reports on suitability of use of routes, staging areas, ports, airfields, road and rail transshipment points as and when required.
• Coordinate with UN agencies, non-government and government organizations for movement related matters.
• Perform other related duties as required.

Education
|
|
|
|
High school or equivalent diploma is required. Technical or vocational certificate in movement control, multi-modal transportation, airline operations, logistics management or a related field is required. The minimum years of relevant experience is reduced to 5 years for candidates who possess a first level University Degree.
|
|
|
|
Work Experience
|
|
|
|
At least 10 years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management, commercial shipping operations or a related field are required including 4 years of experience in a UN organization in a field environment. At least 3 years of experience in a supervisory capacity of multimodal transportation operations is required. Management experience in military movements and transportation operations is an advantage.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in oral and written English is required. Knowledge of French is desirable.
|
|

|

|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
