|
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.
The position is located in the Security and Safety Section, ESCAP. The incumbent will report to the Chief of Security and Safety Section and under the direct supervision of the Inspector or supervising officer.

Responsibilities
|
|
|
|
The incumbent is required to perform the following functions:
• Organizes and manages the activities and operations of the Unit. • Inspects officers to ensure that they are properly attired and equipped, as well as being knowledgeable of the daily security requirements. • Inspects security posts and conducts periodic checks of equipment. • Assigns officers to areas and maintains contact with supervisory personnel and officers. Ensures that all posts are properly and effectively manned. Prepares long-term manning table requirements, in conjunction with annual leave projections. • Reviews all meeting and special event schedules to determine staffing requirements. Recommends inter-unit redeployments to resolve temporary personnel shortages. • Directly supervises Unit personnel under his/her command. Consults with Security Inspector in recommending personnel to be considered for advancement and disciplinary actions, making recommendations on planning and improvement of security work. • Drafts standing Post Orders and instructions for security personnel • Assures the proper maintenance of all relevant equipment and records. • Prepares and reviews incident reports of the Unit; ensures that all incidents and complaints reported are effectively addressed. • Assumes command of emergency or heightened security situations until properly relieved. • When directed, liaises with local authorities for establishing emergency response procedures to be followed by the UN. • Prepares detailed security plans for conferences and/or high profile VIP visits held at the UN • Ensures that reviews of Fire Safety Plans and Emergency Response Plans are carried out in his/her unit • Makes proposals on efficient ways to provide security, anticipating needs and potential situations • Assumes duties of Security Inspector on a temporary basis, as required. • Performs all other related duties as required

Education
|
|
|
|
High school diploma or equivalent. Additional security or police/military training is required. Must have passed the United Nations Security Officer Test (SOT).
|
|
|
|
Work Experience
|
|
|
|
A minimum of 7 years experience in security functions within the UN Security Service including investigation, physical security, personal protection, strategic and operational planning, fire prevention and suppression, emergency medical and hazardous material response, video imaging badge systems and methods of instruction or related area. Demonstrated supervisory skills with ability to provide detailed written reports and plans.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
|

Qualified applicants will be evaluated through a competency-based interview and/or other assessment methods.

Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the ESCAP office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates residing abroad may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.
