Org. Setting and Reporting

|
This position is located in the Executive Office of the Department for General Assembly and Conference Management (DGACM) at the United Nations Headquarters. The incumbent report to the Executive Officer. The Executive Office assists the USG, and programme managers and staff members, in carrying out the financial, personnel and general administrative responsibilities delegated by the Under-Secretary-General for Management.

Responsibilities
|
|
|
|
1. Budget preparation/formulation:
• Ensures legislative mandates are accurately translated into the DGACM’s programme budget;
• Reviews, analyses and finalizes the preparation of the biennial programme plan, cost estimates and budget proposals of DGACM including its three overseas conference-servicing duty stations;
• Coordinates, gathers and compiles inputs of resource requirements from Divisions and Sections in the Department for budget submissions;
• Provides substantive support to relevant intergovernmental and expert bodies in their review of the biennial programme plan and the proposed programme budget; assists in securing approval from the General Assembly.
2. Budget administration/execution/implementation:
• Reviews allotments, authorizes sub-allotments, including redeployment of funds when necessary;
• Monitors budget implementation and recommends reallocation of funds as necessary;
• Monitors expenditures to ensure that they remain within authorized levels;
• Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures;
• Keeps abreast of industry best practices that increase the efficiency and effectiveness of financial operations;
• Consolidates information necessary to assess if the adoption of draft resolutions entail additional resources and accordingly, provides the elements necessary to prepare statement of programme budget implications;
• Undertakes research and analysis of budgetary policies and practices and makes recommendations for changes and/or modifications;
• Provide business analysis and technical guidance for planning, implementing and supporting financial information systems, including ERP (Umoja).
• Evaluates existing systems and identifies the need for new systems (or modifications to existing systems); selects options for solving system and workflow problems and proposes the most suitable solutions based upon functional and economic considerations;
3. Support to Departmental clients:
• Provides advice and guidance on budgetary and financial policies and procedures, including results-based budgeting;
• Participates in inter-departmental meetings on matters related to resource requirements, programming and budgetary issues;
• Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to DGACM, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
• Produces major/complex reports for DGACM management;
• Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules;
• Ensures the integrity of financial and management systems and the controls that underpin them.
4. Managerial/Financial reporting
• Plans, organizes and manages the work of the Unit/Section assigned;
• Monitors the implementation of the approved programme budget, identifies trends and relevant areas of interest and brings any relevant deviation to the attention of senior management;
• Based on the reporting findings adjusts the areas subject to close monitoring and proposes measures aimed at addressing the rooting causes of any unintended financial behaviour/performance;
• Uses and incorporates the information obtained through financial reporting into future planning and budget preparation cycles;
• Presents and shares with the team the results of financial performing in an effort to keep the work of the unit aligned with the identified priority areas;
• Prepares budget performance reports, analyzing variances between approved budgets and actual expenditures.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in finance, administration, budget, accounting, business administration or related field.
|
|
|
|
Languages
|
|
|
|
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
