|
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.
This position is located in the Buildings Management Sub-Unit, Facilities Management Unit, Central Support Services Section, Division of Administration. The Senior Maintenance Technician is under the direct supervision of the Facilities Management Supervisor and under the general supervision of the Chief, Facilities Management Unit

Responsibilities
|
|
|
|
Within the delegated authority, the incumbent is responsible for the following duties:
1. Evaluates the technical needs of requesting departments in terms of facilities/constructions support.
2. Audits existing and proposed maintenance work assigned to requesting departments in order to evaluate the appropriateness of the request.
3. Determines appropriate resource allocation required in order to meet the requests of the requesting department in terms of contractors, time, equipment, and materials
4. Prepares technical proposals showing detailed technical solutions.
5. Prepares presentation of proposals for efficient construction and maintenance services to the Unit Chief’s office for approval.
6. Coordinates on-site engineering works: sets up schedules, issues work-orders, informs security, transportation and other services of these works.
7. Prepares and issues work orders and design documents including appropriate technical data for workshop and follows up on the development of the work until completion.
8. Inspects areas of the complex to ensure use and maintenance of safety standards and equipment.
9. Coordinates technical projects and liaises with workshops or contractors and operations staff, identifying potential problems and providing solutions.
10. Reviews contractors' invoices and assists with cost recovery as required.
11. Coordinates, monitors and supervises work performed by specialist contractors to ensure adherence to work schedule and guidelines.
12. Supervises the commissioning of installations and testing of any new systems, if necessary, in coordination with Safety & Security.
13. Ensures the submittal of complete shop drawings and operation manuals when necessary.
14. Validates requests for installation or removal of technical installations such as constructions, temporary constructions, offices systems, building infrastructure, etc.
15. Maintains and updates technical records, plans and drawings used as reference information by the unit.
16. Compiles documentary evidence on accidents.
17. Ensures that proposed projects meet safety and security standards by reviewing them with designated Safety and Security officials.
18. Performs other duties as required.

Education
|
|
|
|
High school diploma. Diploma from technical college or vocational school with a minimum of 5 years training in construction, engineering or architecture is required. Must have passed the United Nations Administrative Support Assessment Test (ASAT) at Headquarters or an equivalent locally-administered test at Offices Away.
|
|
|
|
Work Experience
|
|
|
|
At least five years of experience in facilities management, construction, engineering, architecture or related field is required. Experience in the general building fabric maintenance, repair works and servicing operations, including plumbing, painting, carpentry, grounds, preventive maintenance, equipment, fixtures is highly desirable. Relevant IT skills, including familiarity with Microsoft Office is required.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of Thai is desirable.
|
|
|
|
Assessment
|

|
|
Qualified applicants will be evaluated through a competency-based interview and/or other assessment methods.

Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the ESCAP office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates residing abroad may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.
