The Executive Officer reports to the Under-Secretary-General for General Assembly and Conference Management and works with the Assistant Secretary-General for General Assembly and Conference Management.

|
Responsibilities
|
|
|
|
Within delegated authority, the Executive Officer will be responsible for the following duties:
Policy and Planning: Assists the Under-Secretary-General and Assistant Secretary-General in the development and implementation of the organizational, managerial, administrative and financial framework, including change management. Advises senior management on budgeting, financial, human resources, general administration and management information issues, policies and practices. Produces major/complex reports for management. Provides advice and support for the senior management in such areas as special reviews of operational objectives and related administrative policies/procedures, etc. Participates, on behalf of the Department, in task forces of the Secretariat on human resources and administrative matters, including the implementation of the information management systems. Participates in senior management meetings to provide advice on administrative, financial and human resources matters, as required. Represents the Department at the ACABQ, the CPC and the General Assembly's Fifth Committee. Ensures that DGACM is well-positioned to engage with and effectively implement new and emerging Secretariat initiatives and tools such as IPSAS, Umoja and Inspira.
Human Resource Management: Coordinates the full range of staff and human resource administration-related issues, ensuring departmental requirements are met. This involves overseeing development and maintenance of staffing table records; interpretation and application of staff rules relating to human resource issues; preparation of staffing projects and other ad hoc status reports on those issues. Identifies potential management reviews of high sensitivity and complexity. Defines problems to be addressed in management reviews; direct the work of review teams through all stages. Ensures all actions are in compliance with IMIS operational procedures for recruitment, transfer, placement and separation of staff promotions as well as mobility and career development; gender equality and staff-management relations. Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
Budget and Finance: Provides guidance to DGACM senior management on financial matters including procurement, and advises on financial implications of strategic options under consideration. Guides the budget preparation process keeping in mind optimization of efficiency and programme delivery. Takes the lead in securing the required resources for the Department, including its conference servicing entities at other duty stations. Monitors expenditures, analyzes them and reports systematically to ensure that they remain within authorised levels. Exercises control over budgetary expenditures from these resources and advise programme managers regarding the allocation/availability of budget resources. Develops, establishes and maintains a set of sound policies, procedures, standards and tools that are consistent with UN policy and practice in order to ensure proper accounting, financial management and control. Serves as DGACM’s lead financial officer, providing guidance and direction to senior management on financial matters, business and resource planning, and advising on financial and other resource implications of strategic options under consideration. Assumes the lead role in monitoring and supporting the execution of these strategies to achieve maximum impact. Prepares internal financial reports and responses to Internal and External Audit observations in compliance with the Financial Rules and Regulations.
General Administration Oversees and monitors the planning, organization and implementation of the provision of support services to the Department. Manages existing office space projects, space requirements and consults as well as negotiates with the Department of Management on space matters. Manages administrative staff of the department and prepares performance reports for these staff.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business or public administration, human resources management, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

|
|
Work Experience
|
|
|
|
At least 15 years of progressively responsible experience in administration, budget, finance, human resources management, or related field, of which a minimum of 10 years in the international field is required. Experience in management of large teams is required. Hands-on experience with UN administrative as well as/ budgeting/financial policies and practices is highly desirable. Experience in more than one area of administration is highly desirable. Qualifying years of experience are calculated following the receipt of the first-level university degree recognized by the United Nations.

Languages

|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required; Knowledge of another official United Nations language is an advantage.
