The post is located in the Office of the Prosecutor (OTP) of the Mechanism for International Criminal Tribunals (MICT), ICTR Branch, Arusha. The incumbent will work under the general supervision of the Prosecutor and the direct supervision of the Officer in Charge/Senior Legal Officer.

Responsibilities
|
|
|
|
Under the direct supervision of the Officer in Charge/Senior Legal Officer in the Office of the Prosecutor, the incumbent will have the primary responsibility for case review, preparation and prosecution at trial. He/she will lead a trial team consisting of a Trial Attorney, Assistant Trial Attorney, Associate Legal Officer, Investigators, and Support Staff. His/her major duties and responsibilities will be as follows:
1. Manage and supervise a trial team in the preparation of cases for trial including the review of indictments, analysis of evidence, proofing of witnesses, filing of motions or responses to defence motions, drafting of briefs, memoranda or opinions and ensuring strict compliance with the Prosecutor’s disclosure obligations to the defence and directing supplementary investigations as necessary;
2. Manage and supervise a trial team in the prosecution of case(s) at trial including appearing, on behalf of the Prosecutor, at hearings before the Trial Chambers to examine witnesses, proffer evidence or argument, render legal or factual submissions, submit or respond to motions and the drafting and filing of briefs;
3. Undertake legal and factual research and analysis and prepare briefs, opinions or memoranda for the Prosecutor or Trial Chambers as necessary;
4. Direct and supervise any supplementary investigations as necessary and provide legal advice to the investigators;
5. Participate in OTP internal reviews, briefings and planning meetings and provide legal and policy advice as necessary;
6. Undertake any other assignments as may be determined by or on behalf of the Prosecutor.

• Professionalism: Knowledge of international legal procedures and instruments, including international criminal law, with a particular emphasis on the legal practice of the ICTR and/or the ICTY. Sound knowledge of the functioning of criminal investigations and prosecutions at the national and international levels. Strong analytical skills and proficiency in legal writing and expression and ability to prepare legal documents. Ability to work to tight deadlines and to handle multiple concurrent projects. Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in law. First-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Postgraduate studies in criminal or international law would be an asset. The candidate must have been called to the Bar or admitted to practice law in any recognized jurisdiction.

Work Experience
|
|
|
|
At least ten years of progressively responsible experience in criminal prosecution, including substantial experience at the international level. Relevant experience at the ICTR and/or ICTY is highly desirable.
|
|
|
|
Languages
|
|
|
|
Fluency in one of the working languages of the MICT, English or French (both oral and written) is required; knowledge of the other would be an asset.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified applicants may include a written assessment which may be followed by a competency-based interview.
|
|
|
|
Special Notice
|
|
|
|
The appointment is limited to the Mechanism. Appointment of the successful candidate on this position will be limited to the initial funding of the post. Extension of the appointment is subject to the extension of the mandate and/or the availability of funds. As the international tribunals are not integrated in the Secretariat, UN Staff Members serve on assignment or secondment from their parent department/office if selected. Appointments of staff members in the United Nations are subject to the authority of the Secretary-General. Staff Members are expected to move periodically to new functions in accordance with established rules and procedures, and may in this context be reassigned by the Secretary-General throughout the Organization based on the changing needs and mandates.
