|
This position is located in the Division for Ocean Affairs and the Law of the Sea, Office of Legal Affairs. Under the overall supervision of the Director of the Division and/or the Secretary of the Commission on the Limits of the Continental Shelf, the Geographic Information Systems Officer will report directly to the Senior Geographic Information System Officer.

Responsibilities
|
|
|
|
- Using GIS software packages, such as ESRI, Caris, GeoCap and Fledermaus, the Geographic Information System Officer provides geographic information in support of the examination by the Commission on the Limits of the Continental Shelf of submissions made by States under article 76 of the Convention, and of the implementation of the mandate of the Division pursuant to General Assembly resolutions on oceans and the law of the sea;
- Performs other special GIS-related services. This includes (i) cataloguing geographical information deposited by States; (ii) maintaining and updating the Division’s GIS with data related to maritime limits;(iii) maintaining and updating an appropriate meta-database; (iv) testing and analyzing various methods for the establishment of the outer limits of the continental shelf in conjunction with the work of the Commission;
- Assists in sharing of geographic information with other departments and offices in the Secretariat, United Nations agencies, strategic partners and States Parties to the Convention;
- Participates in the maintenance, further development and updating of the Division's website;
- Participates in the preparation of other electronic and printed publications providing output from the GIS in graphic and/or tabular format;
- Contributes to other activities of the Division for Ocean Affairs and the Law of the Sea, as required.

Competencies

Professionalism: Knowledge of the UN system and basic understanding of the maritime zone regime under the UN Convention on the Law of the Sea. Strong theoretical background and substantial knowledge in geographic information management, particularly in GIS hardware and software requirements analysis, GIS database design, GIS data analysis, including good knowledge of image analysis; related technical documentation preparation. Ability to develop appropriate geographic information management technologies to meet business requirements. Ability to advise and train users in the use of complex systems/applications and related matters and effectively prepare specifications and reports documentation. Project management skills and ability to lead a project to completion and to provide technical guidance to new/junior staff. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in GIS, Geology and/or Geography. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Completed training in at least one of the following software packages: ESRI (ArcInfo), CarisLots, GeoCap and Fledermaus, is required.

Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience is required in the areas of planning and management of geographic information related projects and geographic information analysis. Practical experience in GIS work related to the limits in the sea is highly desirable. Experience in using at least two of the following software packages is required: ESRI (ArcInfo), CarisLots, GeoCap and Fledermaus. Experience with the use of publicly available grids, such as the General Bathymetric Chart of the Oceans (GEBCO) and Gridded Global Relief Data (ETOPO) is highly desirable. Experience with the use of global positioning system (GPS) is desirable.
Qualifying years of experience are calculated following the receipt of the first-level university degree recognized by the United Nations.

Languages

|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French is desirable.
|

Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
