|
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental law and policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in the Post-Conflict and Disaster Management Branch (PCDMB) of UNEP/DEPI in El Fasher, Sudan. Under the overall supervision of the UNEP Sudan Programme Manager, the incumbent will perform the following duties:

Responsibilities
|
|
|
|
1. Advocacy and Representation in Darfur: Represent UNEP on the SMT and UN Country Team in Darfur; Represent UNEP to the Government in Darfur; Coordinate and host other UNEP programmes; Information and Liaison 2. Implementation of the Sudan Integrated Environment Programme in Darfur: The Darfur programme operates within the Sudan Integrated Environment Programme of the Post Conflict and Disaster Management Branch. The general themes of Darfur programme are: Integrated Water Resource Management and Drought Preparedness; IWRM Infrastructure (dams and rainwater harvesting); Environment and livelihoods; Environment Migration and Transition; Environmental awareness raising and advocacy; Capacity building and institutional strengthening; Improving the environmental performance of the international response in Sudan; The Darfur Programme Coordinator will be responsible for the overall delivery of the programme in Darfur including the development of UN partnerships and ensuring programme coherence and cooperation between projects; responsible for progress and completion reporting on the programme to donors and to UNEP. 3. Operational Responsibilities: Act as the overall Manager of UNEP’s activities in Darfur taking responsibility for the quality and timely delivery of the programme outputs; Management and supervision of UNEP staff and consultants; Manage UNEP’s strategic partnerships with UN Agencies, international and national academic institutions and implementing partners; Develop and implement effective and efficient project administration approaches with UNDP, UNICEF, UNOCHA and FAO as the main UN partners for the Darfur programme, including the efficient operation of offices in El Fasher and Nyala; Provide technical oversight of the project that covers the breadth of the programme with particular technical skills in one or more areas. 4. Security Responsibilities: Coordinate actions at the Darfur level aimed at ensuring the safety and well-being of all staff of UNEP, protection of UNEP assets, will represent UNEP in the meeting of the local Security Management Team for the effective and joint action on all security related aspects; will ensure proper planning, implementation, follow-through and reporting; The Darfur Coordinator will receive instructions and guidance from the local UN Designated Official and the local Security Management Team. 5. Perform any other related duties as required.

Competencies
|
|
|
|
Professionalism – Excellent competency in both technical and managerial aspects of environmental programme implementation. Experience in design and management of water resource engineering projects. Knowledge of the structure and policies of national environmental authorities. Knowledge of United Nations and UN humanitarian and development framework. Knowledge of Sudan, its history, political setting, and environmental challenges.
Planning and organizing - Proven ability to work under pressure and to use limited resources effectively, conducting risk analysis and applying contingency measures to adjust plans and resources effectively. Track record in establishing and managing management systems and processes.
Teamwork – Ability to operate effectively across organizational and country boundaries; Ability to establish and maintain effective working relationships in a multi-cultural, multi-ethnic work environment with sensitivity and respect for diversity; Excellent interpersonal skills demonstrated by the ability to lead and gain assistance and cooperation of others in a team endeavour.
Communication - Excellent communication skills (written and spoken), including the ability in developing written proposals, technical agreements, analytical reports and proven ability to develop and implement advocacy strategies.
Leadership – Proven ability to build consensus and develop partnerships to implement projects collectively by collaborating organizations and individuals including government, donors, civil society, private sector, UN agencies and NGOs. Ability to take responsibility for incorporating gender perspectives into substantive work and commitment to the goal of achieving gender balance in staffing.

Education
|
|
|
|
Advanced university degree (Masters’ or equivalent) in environmental or political sciences or related field. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.
|
|
|
|
Work Experience
|
|
|
|
At minimum of 7 years of relevant and progressive leadership experience in international environmental projects, including delivering programmes in contexts of complex emergencies. Strong track record of effective project delivery including project development, team leadership, implementation, and donor relations. Experience of Darfur will be an advantage.
|
|
|
|
Languages
|
|
|
|
English and French are the official languages of the UN Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of Arabic is an asset. Knowledge of other official UN languages is an asset.
|
|
|
|

|

Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview.
