This position is located in the Convention Evaluation Section (CES), Secretariat of the International Narcotics Control Board (SINCB), Division of Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. Responsibilities
|
|
|
|
The incumbent will be responsible for the following duties:
Monitor and analyse developments and trends in drug control at the national, regional and international levels;
Carry out the implementation of INCB strategies, policies and activities related to overall treaty compliance by Governments with the provisions of the 1961, 1971 and 1988 Conventions;
Assist in the organization and delivery of a variety of services aimed at ensuring adequate implementation of the international drug control treaties;
Analyze and review trends in illicit drug activities, legislative developments, government policies and action, etc., identify developments and major issues that may endanger the objectives of the conventions, and recommend possible course of action to remedy the situation;
Monitor and review best practices, methodologies and programmes in overall treaty compliance and contribute to their promotion among Member States; provide explanations/advice/training to governments on provisions of the 1961, 1971 and 1988 Conventions;
Provide analysis on cases of non-compliance as well as on countries for which article 14 of the 1961 Convention, article 19 of the 1971 Convention and/or article 22 of the 1988 Convention are or may be invoked; assist in establishing and maintaining dialogue with those countries and advise on measures to ensure the execution of provisions of the international drug control conventions;
Draft a variety of written outputs including correspondence with Governments, country studies, special studies, session documents and briefing notes for various purposes; coordinate the preparation and presentation of documents for INCB sessions;
Draft assigned parts of Board publications, including INCB annual reports and special reports as required; organize, coordinate the preparation of and participation in Board missions, contribute to the drafting of mission report and their presentation to INCB;
Contribute to the development and management of databases with information on various aspects of drug control at national, regional and international levels;
Liaise on substantive issues with counterparts in various offices of UNODC, both in headquarters and in the field, officials of other organizations and specialized agencies;
Supervise support staff members, provide guidance to consultants, associate experts and interns; perform other duties as required.

Education
|
|
|
|
An advanced university degree (Master’s degree or equivalent) in business administration, economics, international relations, law, political science, statistics, public administration, pharmacology, pharmacy or related field, is required. A first-level university degree in similar fields in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible professional experience, including at the international level, in areas related to drug or psychotropic control, law enforcement, criminal justice or research, is required. At least two years of work experience at national level, for example in government or private sector position or at the academic level, teaching or research related, is highly desirable. Qualifying years of experience are calculated following the receipt of the first university degree recognized by the United Nations.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and one other United Nations language, i.e. oral and written proficiency, with excellent drafting ability, is required. Working knowledge of any other United Nations official language is an asset.
|

|

|
|
Evaluation of qualified applicants may include an assessment exercise which may be followed by competency-based interview.
