This position is located in the Statistics and Surveys Section (SASS), Research and Trend Analysis Branch (RAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. Responsibilities
|
|
|
|
The incumbent will be responsible for the following tasks: • Coordinate the section’s programmes and projects as well as the areas related to capacity building in producing/disseminating data on drug production and drug use and on drugs and crime statistics and surveys including the coordination of related technical assistance to countries. • Develop, implement and evaluate assigned programmes and projects; monitor and analyze their development, implementation and budget; prepare and review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties including on funding; ensure follow-up actions. • In collaboration with statistical offices and other national and international institutions involved in data collection and surveys, plan and implement capacity building workshops to improve quality and quantity of drug and crime data collected and reported through mandated data collection tools. • Initiate drugs and crime data collection surveys; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions. • Research, analyze and present information on drugs and crime statistics, organize and prepare written outputs, e.g. draft background papers, sections of reports and studies, inputs to publications such as the World Drug Report. • Lead and/or participate in technical advisory missions on drug and crime statistics and surveys. • Coordinate the work of, supervise, guide and mentor assigned staff/team members. • Performs other duties as required.

Education
|
|
|
|
An advanced university degree (Master’s degree or equivalent) in social sciences, business administration, management, statistics, economics or a related fields, is required. A first-level university degree in similar fields in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible professional experience in project or programme management and coordination, specifically related to data collection and capacity building, is required. Experience in the use of various research sources and methodologies is required. Hands-on experience in capacity building in producing/disseminating data on drug production and drug use as well as on drugs and crime statistics and surveys including the coordination of related technical assistance to countries, is highly desirable. Qualifying years of experience are calculated following the receipt of the first university degree recognized by the United Nations.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of other UN languages such as French and/or Spanish is desirable.

Evaluation of qualified appllicants may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This is a project post. Filing of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate or/and the availability of funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
