This position is located in the Office for the Coordination of Humanitarian Assistance (OCHA) West and Central Africa office. The incumbent will report to the Head of Regional Office (ROWCA).
|
|
|
|
Responsibilities
|
|
|
|
The Public Information Officer will be responsible for the following duties:
• Takes the lead in strategy, planning, development and implementation of large, complex communications campaigns (e.g. global promotion initiatives, public information programmes for a region, broad-reaching subject specific issues, etc.); on issues related to the work of OCHA, humanitarian response in West and Central Africa and the work of the Regional Humanitarian Coordinator for the Sahel.
• Works with regional actors to coordinate public information activities and develop ways to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products.
• Develops strategic partnerships with key constituencies in West and Central Africa to elicit support for and maximize impact of promotional objectives; serves as a spokesperson/principal liaison to media organizations, governmental bodies, national groups, private sector organizations, educational organizations, international organizations, etc.
• Prepares or oversees preparation of a diverse range of information communications products e.g. regional humanitarian bulletins, key messages, situation reports, etc.
• Organizes media coverage and arranges for media contacts, briefings and interviews; organizes seminars, lectures, conferences, public events on major issues and events concerning the organization.
• Builds information networks; plans and oversees maintenance of publicly accessible information materials on the United Nations; plans and develops outreach activities.
• Manages publications programme; produces materials for print/electronic/voice/visual media.
• Coordinates and directs a team of public information staff and/or mentor and supervise the work of junior officers on specific projects.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in public information, journalism, international relations, public administration or related area. Experience with crisis communications is required. International humanitarian experience is desirable. Field experience working in crisis countries during complex or other emergency or disaster situation is desirable. UN Common System experience is desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.

Languages

|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and French (both oral and written) is required.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
|
|
Special Notice
|
|
|
|
This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
