The position is located in the Service Delivery Section, Information and Communications Technology Service, Division of Administration, United Nations Office at Geneva. The incumbent reports to the Deputy Chief of the Service.
|
|
|
|
Responsibilities
|
|
|
|
Within limits of delegated authority, the Information Systems Officer is responsible for the following duties:
• Participates in the management of the ICT Service, in the formulation of the work plans and budget proposals; contributes to the management of the human, financial and technical resources of ICTS.
• Supervises the Unit responsible for managing the UNOG ICT Infrastructure and the UNOG Data Centre.
• Ensures that the Unit develops and uses proven, repeatable processes to provide a stable operating environment for all the other ICT services.
• Produces a periodic infrastructure development plan in coordination with other Units, in order to document current utilization and to forecast requirements.
• Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service.
• Provides professional leadership and work direction to assigned project teams, and/or mentor and supervises the work of new/junior officers, contract staff, etc.
• Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports.
• Participates in planning and preparation of the budget, work program and spending plan.
Work implies frequent interaction with the following:
• Systems Officers and other IT specialists throughout the Secretariat and other UN agencies.
• Senior technical staff and managers in user offices and other user clients, including external users (e.g. governments, international organizations, etc.
• Counterparts in other organizations/businesses with experience in leading similar team initiatives.
• Sales and technical personnel of hardware/software vendors, IT consultants, contract staff, etc.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Foundation-level certification in IT Infrastructure Library (ITIL) is desirable.
Formal certification in Service Management or Project Management is desirable.

Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems.
More than three years of experience in managing IT Operations in a large setting is
desirable.
More than three years of experience in supervising several teams of IT technicians and professionals is desirable..

|
|
Languages
|
|
|
|
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage
|
|
|
|
Assessment
|
|
|
|
The candidates may be assessed through a written test, a presentation and a competency-based interview, each exercise normally being eliminatory. Only successful candidates in each assessment exercise will be considered for further assessment.
|
|
|
|
