The Economic Commission for Latin America and the Caribbean is one of the five regional commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Responsibilities
|
|
|
|
Under the general supervision of the Chief of the Division of Production, Productivity and Management and the direct supervision of the Chief of the Unit of Investment and Corporate Strategies, the incumbent carries out the following functions:
Economic or sector analysis
• Monitors economic developments in the area of industry structure, sector analysis and business and employment dynamics in the Latin American and Caribbean countries.
• Designs and conducts studies analysis of data sets on selected issues pertaining to industry structure, sector analysis, business and employment dynamics, and drafts and edits the resulting reports and publication.
• Drafts policy recommendations and formulates proposals for development strategies, policies and measures on industrial structure, sector policies, business and employment dynamics for presentation to intergovernmental bodies such as the Regional Commissions and their subsidiary bodies.
• Attends international, regional, and national meetings to hold discussions with representatives of other institutions.
• Organizes expert group meetings, seminars, etc. on issues relating to industry structure, sector analysis, business and employment dynamics.
• Prepares speeches and other inputs for presentation by senior staff.
Intergovernmental support
• Provides substantive support on economic issues to intergovernmental bodies such as the Regional Commission and their subsidiary bodies.
• Represents the Division of Production, Productivity and Management at international, regional and national meetings.
Technical cooperation
• Designs and monitors technical cooperation projects involving the promotion and development of industry structure, sector support, business and employment dynamics.
• Undertakes missions to member States, either alone or as a participant in a diverse team, in the framework of the Organization’s technical cooperation activities.
• Prepares global, regional, and national or sector analyses that provide a basis for advising national governments on the promotion and development of industrial structure, business and employment dynamics.
• Conducts training seminars and workshops for government officials and other professionals.
• Formulates technical modalities for the evaluation of individual technical cooperation projects.
General
• Supports junior staff, reviewing their work and providing feedback.
• Participates in intra and inter-Departmental undertakings to represent the views or interests of the Division.
• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the Division’s work programme.
• Undertakes on-the-job and other training activities, both internally and externally.

Ability to conduct independent research in these areas and to determine the suitability, validity and accuracy of data provided by different sources is required. Ability to identify and develop sources for data collection is required. Knowledge of the methodologies for database management is required. Proven skills in statistical analysis and in using a variety of research sources, including electronic sources on the internet and databases, research, surveys, electronic sources and research methods are required. Proven abilities using and analyzing economic statistics; quantitative and qualitative evaluation methods, including research, surveys and interviews are required. Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in economics or related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|

|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in research, formulation of policy proposals, and application of economic principles to industry structure, sector analysis, business and employment dynamics as demonstrated by a record of relevant publications is required. Experience in providing technical assistance is required. Experience in working and networking with researchers and research institutions active in the socioeconomic and related fields is required. Policy programme evaluation experience is required. Work experience in Latin American and Caribbean countries would be an asset.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, advanced knowledge in oral and written English and Spanish is required, as verified by relevant exams if necessary.

Assessment
|
|
|
|
Candidates found to be suitable will be invited to a competency-based interview and to make a presentation about industry structure, sector analysis or business and employment dynamics.
|
